Proposed solution for thousands of teachers at risk of losing Tet bonus

The Hanoi Department of Education and Training has responded to the fact that thousands of teachers are at risk of losing their 2025 Tet bonuses because their schools are financially autonomous.

Decree 73/2024/ND-CP dated June 30, 2024 of the Government stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.

In which, the bonus is calculated based on outstanding achievements and the results of the assessment and classification of the level of completion of annual tasks. The bonus fund is equal to 10% of the total salary fund (excluding allowances), and must be paid before January 31 of the following year. This is the first time that civil servants and public employees have this bonus.

To date, many schools in Hanoi and other localities have paid out. In most schools, this bonus will vary between individuals, depending on the level of work completion (complete, well completed and excellently completed).

However, teacher Nguyen Van Duong, Phu Xuyen A High School (Phu Xuyen district) and 508 teachers in Hanoi wrote a letter to the leaders of Hanoi city about the fact that many teachers in schools under the Hanoi Department of Education and Training cannot access the additional income according to Decree 73.

This problem arises from the fact that on December 10, 2024, the Hanoi People's Council passed Resolution 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are guaranteed by the state budget under the management of Hanoi City.

With this resolution, many teachers in Hanoi, managed by the city, will not be eligible for the benefit. The reason is that educational institutions that are piloting the ordering of educational services from the 2023-2024 school year are classified as self-sufficient units.

Hanoi currently has 119 high schools under the management of the Department of Education and Training that are classified as "autonomous in regular spending"; 30 districts, each with about 3-9 schools from kindergarten to junior high school, have been selected to pilot ordering educational services. Thus, with this resolution, at least 200 schools will be affected.

“We are education officials, working in public service units with the same obligations and rights as other officials in public service units nationwide.

"Just because the school has been classified as a completely autonomous group, it is completely unreasonable that it does not enjoy the same benefits as other civil servants working in other public service units across the country," said Mr. Duong, who also requested the city to review and adjust the inadequacies so that teachers can enjoy increased income like other teachers in the area.

The Hanoi Department of Education and Training said it has received feedback from teachers about the risk of losing their Lunar New Year bonuses and has proposed a solution.

Director of the Hanoi Department of Education and Training Tran The Cuong said that the Department has sent a document to the leaders of Hanoi city, proposing a solution to ensure the rights of teachers so that they do not lose their Tet bonuses according to Decree 73/2024 of the Government.
