The Ministry of Education and Training is seeking opinions on the Draft Circular promulgating the Regulation on enrollment for university and college degrees in Preschool Education, expected to be applied from 2026.
According to the Draft, for training programs in the health sector with practicing licenses using high school or vocational high school graduation exam results, the input threshold is prescribed by the Minister of Education and Training, in coordination with the Minister of Health. This regulation is applied uniformly nationwide, contributing to ensuring input quality for medical human resource training majors.

Training programs belonging to this group include Nursing, Preventive Medicine, Obstetrics, Medical Laboratory Technology, Medical Imaging Technology, Rehabilitation Technology, Dental Orthopedics and other related fields as prescribed by law.
For enrollment in non-formal forms or enrollment methods that do not completely use high school graduation exam results, the Draft stipulates that candidates applying for training programs in the health sector with a practicing license must reach the entrance threshold according to general regulations or meet specific conditions on academic results and exam results.
Specifically, candidates with average general academic results at the high school level are evaluated as good, equivalent to excellent academic performance or higher, and the total score of three high school graduation exam subjects according to the admission combination reaches 20 points or higher or the graduation consideration score reaches 8.5 or higher, then they meet the requirements for the entrance threshold.
For some training programs belonging to healthcare groups such as Nursing, Obstetrics, Preventive Medicine and medical engineering majors, the Draft allows applying input thresholds that are more suitable for training characteristics. Accordingly, candidates can achieve average general academic results assessed as good at the high school level, with a total score of three high school graduation exam subjects reaching 16.5 points or higher or a graduation consideration score reaching 6.5 or higher.
The draft Circular also stipulates the entry threshold for candidates who have graduated from intermediate level or higher in the same group of majors applying for training programs in the health sector with a practicing license.
According to regulations, candidates are eligible to apply when meeting one of the conditions regarding academic results at the high school level, graduation results from intermediate, college or university level achieving good or excellent, or having work experience in accordance with the training expertise according to the prescribed time. For the group of majors Nursing, Midwifery, Preventive Medicine and medical engineering majors, the entry threshold is applied in a direction suitable to the nature of professional practice, but still ensuring the minimum requirements for the level and capacity of learners.
Although granted autonomy in enrollment, training institutions are not allowed to determine entry thresholds for training programs in the health sector with practicing licenses lower than the prescribed minimum level.
The announcement of the entrance threshold must be carried out before the end of the registration period according to the annual enrollment plan and ensure the requirements of the training program standards.
The draft also stipulates that candidates can register a maximum of 10 aspirations for training programs and different higher education institutions; aspirations must be arranged in order of priority from highest to lowest. In cases where many aspirations meet the conditions for admission, candidates are only recognized as admitted and called to enroll according to the highest aspiration.
Teacher training programs only consider candidates registered in aspirations ranging from 1 to 3.
