According to shares from teachers at some general schools in Duong Hoa commune (Hanoi city), recently, on January 19, 2026, the Economic Department of Duong Hoa commune sent a document to schools in the area on the source of funding and conditions for implementing the bonus regime according to Decree No. 73/2024/ND-CP.
The document of the Duong Hoa Department of Socio-Economic Affairs clearly states the nature and conditions for implementing the bonus regime as follows:
The bonus regime according to Decree No. 73/2024/ND-CP is not a default payment item, not a fixed monthly payment item and does not implement simultaneous payment for officials, employees, and laborers.

The implementation of the bonus regime is only considered when the following conditions are fully applied at the same time:
There is a bonus fund determined in accordance with regulations (equal to 10% of the total salary fund excluding allowances).
There are regulations on unit bonuses issued in accordance with authority, ensuring full content and being made public according to regulations.
Having results of evaluation and classification of the level of task completion or work achievements as a basis for considering rewards.
There is a source of funding assigned by a competent authority in the budget estimate. In case no budget estimate has been assigned by a competent authority, units are not allowed to make payments, are not allowed to account for or record payment obligations in any form.
Regarding funding sources and payment authority, Duong Hoa commune was established and officially put into operation from July 1, 2025 according to the policy of arranging administrative units of competent authorities. Because it is a newly established administrative unit, the budget revenue in the commune is currently limited, unstable and not capable of self-balancing the budget to implement new regimes and policies arising according to regulations. Currently, the funding to ensure the operation of departments, agencies, branches of the commune and public non-business units directly under it is mainly supplemented by the city budget according to budget decentralization and within the scope of the estimate assigned by competent authorities.
Through reviewing the 2026 budget estimate and existing salary reform funds, Duong Hoa Commune People's Committee determined that it has not been allocated funds to implement the payment of bonuses according to Decree No. 73 to public educational non-business units in the area" - the document clearly stated.
The Commune People's Committee said that it has issued a document requesting the Department of Finance to consider, summarize and report to the City People's Committee to supplement the funding needs according to regulations.
The commune's point of view is to fully implement the regime according to regulations, not to miss out on the legitimate rights of teachers, but it must be in accordance with authority, sources and legal regulations" - Duong Hoa Commune Economic Department affirmed.
Before this document, teachers expressed concern: "The Economic Department of Duong Hoa commune, Hanoi sent a document to schools in the area, is it right or wrong? When will teachers have to wait? If they cannot get additional funding, teachers of schools will not receive bonuses according to Decree 73, right?".
Answering citizens' reflections on this issue, the Department of Culture and Society, Duong Hoa Commune People's Committee said that they have coordinated with the Commune Economic Department to report to the Commune People's Committee to seek directions, and are expected to propose the City to supplement it in the near future.
