Rushing on the large construction sites
In 2026, Dien Bien province was allocated more than 2,292 billion VND by the Government to invest in Inter-level Boarding Primary and Secondary Schools in border communes. To date, out of 15 projects, 10 projects have completed approval, contractor selection and construction organization.
In which, Si Pa Phin inter-level boarding school (Si Pa Phin commune) was inaugurated on January 31, 2026. This is the first project to reach the finish line in the campaign to build schools in border areas according to the policy of the Politburo. 9 other projects are being implemented simultaneously in terms of ground leveling, foundation construction and building structure with a site handover rate of 95-100%.
As for 5 new projects started on March 19, the progress of preparation, appraisal and approval is being urgently accelerated to soon allocate capital and construct.

The project has a total investment of 224.4 billion VND, with a scale of service for about 1,000 students. In 2025, the project was allocated over 56 billion VND, reaching 100% of the plan. However, to date, the construction value has reached over 93 billion VND, exceeding the advance capital for the contractor.
Representatives of Trade and Construction Co., Ltd. No. 6 (the project construction contractor) said: "Currently, the total construction volume has reached about 65% of the plan. According to requirements, the project must be completed on June 30, but the unit strives to finish before May 30".
Salary increase, advance wages to retain workers
To reach the finish line early, the contractor at the Thanh Nua Inter-level Boarding School project is organizing "3 shifts, 4 crews" construction, maintaining about 380 workers at the construction site. To soon complete the main items and infrastructure before the rainy season.
However, the contractor is facing the biggest difficulty of manpower shortage, when the construction site needs to mobilize up to 500 workers.
In order to ensure the rights and retain workers, the construction unit has repeatedly increased salaries for teams that do well; coordinated with local authorities to mobilize local workers, and at the same time advanced wages.
Similarly, at the Thanh Yen Inter-level Boarding School project (Thanh Yen commune) by the end of March, it had reached 45% of the volume and disbursed 100% of the capital allocated in 2025.
Every day, the construction site maintains nearly 200 workers and a series of mechanical equipment such as excavators, rollers, and self-propelled cranes to simultaneously construct items.
Mr. Chu Dinh Hung - Acting Director of Project Management Board and Land Fund Development Area 2 (project investor) said that the construction progress is under pressure from rising construction material prices, local labor shortages and the upcoming rainy season.
To solve the above difficulties, the investor has requested contractors to increase shifts, increase shifts, and accelerate construction in favorable weather.
When entering the rainy season, units will switch to constructing indoor items to ensure that work is not interrupted and maintain income for workers.
