The investment project to build Thanh Yen Inter-level Boarding Primary and Secondary School (Thanh Yen commune, Dien Bien province) was started on November 9, 2025.
The project is invested by the Project Management Board and Land Fund Development Area 2, with a total construction investment of 200 billion VND, from the central budget capital, project implementation progress in 2025-2026.
This is a group B project, civil works, level III, the lifespan according to the design of the main structure is at least 50 years.



The investment in building schools aims to maintain and stabilize the number of students, increase enthusiasm and limit the situation of students dropping out of school. Improve the comprehensive quality of education for ethnic minority students. At the same time, preserve and promote national cultural identity, create a source of quality cadres for border areas and ethnic minority areas...
Thanh Yen Inter-level School includes main items such as: 3-story administration building; 3-story study and library block; 2 3-story cultural classroom buildings; separate subject classroom blocks for Primary and Secondary Schools.



To serve the living needs of students, the project invests in building 2 3-story dormitory buildings and a dining area combined with a kitchen of more than 1,000m2.
The school is also equipped with a multi-purpose building of over 1,200m2 and a complete auxiliary infrastructure system such as a sports field, transformer station, fire prevention and fighting system...
Representatives of the investor said that the construction site is currently maintaining about 120 workers, of which most of the manpower is local labor.
Currently, the total construction value is estimated to reach about 35% of the volume. According to the plan, the project will be completed before August 30 to be ready for the new school year. However, the construction unit is making maximum efforts to both ensure the fastest progress for the key project" - the investor representative added.




Mr. Lo Van Tuan, a worker working at the project, said: "I work 8 hours a day, with an average income of nearly 500,000 VND/day. This is a good income that helps me take care of my family. Being able to contribute to building schools for my children is also proud and effortful" - Mr. Tuan said.
Previously (January 31st) at Si Pa Phin Inter-level Boarding Primary and Secondary School (Si Pa Phin commune, Dien Bien province), General Secretary To Lam and the Central Working Delegation attended the inauguration ceremony. This is the first project to reach the finish line in the campaign to build 248 schools in border areas according to the policy of the Politburo. To date, the first 100 schools in border communes of 18 provinces and cities have been started. At the inauguration ceremony, General Secretary To Lam officially launched the simultaneous deployment of the construction of the remaining 148 inter-level boarding schools, out of a total of 248 schools in 248 land border communes.
Dien Bien province implements the Campaign to build schools for 15 border communes, implementing Conclusion No. 81-TB/TW of the Politburo and Resolution 298/NQ-CP of the Government.
In the period 2025-2026, the province will build 10 new inter-level ethnic minority boarding primary and secondary schools in the communes of: Thanh Nua, Sin Thau, Quang Lam, Na Bung, Nam Ke, Thanh Yen, Muong Nha, Nua Ngam, Sam Mun, Si Pa Phin; complete before August 30, 2026.
In the 2026-2028 period, continue to build the remaining 5 schools in Na Sang, Muong Cha, Muong Pon, Muong Nhe, Na Hy, striving to have 15/15 schools in the border area by 2028.
