On June 29, the Office of the People's Committee of Dong Thap province said that Vice Chairman of the Provincial People's Committee Huynh Minh Tuan has just signed and issued a plan to implement Decree No. 277/2025/ND-CP dated October 20, 2025 of the Government on universalizing preschool education for children aged 3 to 5 years old, period 2026 - 2030 in Dong Thap province. The plan aims to mobilize resources so that all children of school age can go to school, and at the same time improve the quality of nurturing, care and education of children right from the first grade level.
More than 4,700 billion VND invested in preschool education
According to the plan, the total funding needs for the 2026-2030 period are 4,704.96 billion VND. Of which, 4,522,088 billion VND is for medium-term public investment and 182.872 billion VND is regular funding.
The capital is allocated from the state budget, integrating target programs, and at the same time mobilizing legal socialized resources. These resources will be prioritized for investment in building and upgrading the school and classroom system; supplementing classrooms, functional rooms, libraries, kitchens, clean water works, toilets, teaching equipment and toys according to regulations.
In particular, the province continues to prioritize investment in difficult areas, densely populated areas and places with industrial zones and clusters to create conditions for children to access quality preschool education.
In addition to investing in facilities, Dong Thap plans to recruit 1,652 new preschool teachers, train to raise standards for 300 teachers and organize professional training for more than 7,200 turns of officials and teachers in the period 2026-2030, contributing to meeting the requirements of universal preschool education in the area.
Strive to complete universalization by 2030
According to the roadmap, Dong Thap sets a goal to be recognized by 2030 as meeting the standard of universal preschool education for children aged 3 to 5, and at the same time continue to maintain and improve the quality of universal education for 5-year-old children.

By 2030, the province strives to mobilize at least 90% of children aged 3 to 5 years old to attend classes, of which 5-year-old children reach 95% or more; 100% of teachers meet training standards; ensure sufficient teachers according to norms; complete the solidification of schools and classrooms, reaching a ratio of 1 classroom/1 class, and at the same time fully equip teaching equipment, toys, clean water and sanitation facilities at public preschool education institutions.
The province also sets a target that by 2030, 100% of communes and wards will meet the standards of universal preschool education for children from 3 to 5 years old, and at the same time complete dossiers to submit to the Ministry of Education and Training for appraisal and recognition that Dong Thap meets the standards of universal preschool education according to regulations.
Synchronizing many solutions to improve the quality of education
To achieve the goal, Dong Thap will synchronously implement many solutions such as strengthening the leadership and direction of all levels, promoting digital transformation and the application of artificial intelligence (AI) in management, building a universal database, fully implementing support policies for children and teachers, and at the same time mobilizing the participation of businesses, organizations and the whole society in preschool education development.
The implementation of the plan not only aims to complete the goal of universalizing preschool education for children from 3 to 5 years old by 2030 but also contributes to creating a foundation for comprehensive physical, intellectual, language and skill development for children before entering primary school, meeting the requirements of human resource development in the new period.
