The Ministry of Education and Training has just announced the draft regulations on university admissions in 2025 with many new points.
In particular, the Ministry of Education and Training adjusted regulations on the threshold to ensure input quality (floor score) for teacher training majors and majors in the health sector that issue practice certificates.
The draft also abolishes Clause 2 and amends and supplements Clause 1, Article 9 of Circular 8. Specifically, the entry threshold for teacher training and health-related majors that grant practice certificates for training admission methods.
Candidates applying for admission to Pedagogy, Medicine or Dentistry must have good grades in grades 10-12 or higher, instead of just grade 12 as at present.
Accordingly, candidates applying for admission to these majors must have academic results in all three years of high school from good or above, or a graduation score of 8 or above.
For some majors of Physical Education, Music Pedagogy, Fine Arts Pedagogy, Preschool Education at college level and majors of Nursing, Preventive Medicine, Midwifery, Dental Prosthetics, Medical Testing, Medical Imaging, and Rehabilitation, candidates need to have good academic results in all three years of high school or a graduation score of 6.5 or higher.
Thus, these conditions are all higher than at present - candidates only need to have good or fair academic performance in grade 12.
In addition, the Ministry of Education and Training currently divides candidates for teacher training and health care into two groups. The academic transcript requirement only applies to the group that does not consider high school graduation exam scores. For the group that considers graduation exam scores, the Ministry will announce the floor score every year.
In particular, 11 majors in the health group must have a minimum floor score of 19-22.5, the highest being Medicine and Dentistry.
In the past two years, the minimum admission score for the Pedagogy major based on the high school graduation exam results was 18-19 for a combination of three subjects. For the Preschool Education major at the college level, the minimum admission score was 17 points. This level includes priority points.
However, in reality, in previous years, the benchmark for this industry was sky-high.
For example, in 2024, at Hanoi Pedagogical University, the benchmark score based on high school graduation exam scores ranges from 22 to 29.3 points.
Hanoi Pedagogical University 2 also recorded the highest benchmark score of 28.83 points. The school's teacher training majors increased by 0.3 to 2 points, with the Computer Science Pedagogy major having the highest benchmark score increase compared to last year (up 2.13 points).
Similarly, at Ho Chi Minh City University of Education in 2024, there are three teacher training majors with admission scores above 28 points.
