The Ministry of Education and Training has announced a draft Circular regulating professional standards for teachers at general education institutions.
Article 13 of the Draft stipulates the professional standards for high school teachers as follows:
High school teachers must meet the ethical standards stipulated in Article 6 of this Circular and the following standards:
Standards on training and fostering qualifications
Training qualifications, have a bachelor's degree or higher in teacher training relevant to the subject, high school level or have a bachelor's degree or higher in a major relevant to the subject, high school level and have a pedagogical certificate for high school teachers;
Have a certificate of training in high school teacher vocational standards.
Standards on professional competence and skills
Grasp the policies, guidelines, laws of the Party and State, regulations and requirements of the industry and locality on general secondary education and implement it in assigned tasks;
Develop and implement a teaching and education plan suitable for high school students, school conditions and meeting the goals of the high school education program; prepare, organize teaching and assessment of high school students according to regulations;
Use teaching and education methods, test and evaluate in the direction of developing the qualities and abilities of high school students; detect students with talent and students with weak learning skills to continue training;
Understand the high school education program and propose the selection of textbooks suitable for high school students and the conditions of the school;
Be able to guide high school students to research science and technology from school level and above; Know how to apply experiential initiatives and results of pedagogical scientific research applied to teaching and educating students or make teaching tools and equipment at high school level;
Understand the subjects of students and have a firm grasp of regulations on student counseling and support; Early detection of unusual manifestations of students in the class in charge during the learning process (if any) and have timely consultation and support solutions;
Create a friendly and safe classroom environment, encourage students to share and express their emotions;
Create a healthy and trusting relationship with parents or guardians of students and stakeholders in teaching and education;
Have digital capacity, the ability to apply information technology in professional activities; Use basic application software in managing high school students according to regulations; Guide high school students to use technology devices safely and effectively;
Use a foreign language (priority English) or ethnic language according to job requirements.
Expected salary for high school teachers
In the Draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions, the Ministry of Education and Training plans to divide teachers at each preschool and general education level into 3 groups: teachers, main teachers, senior teachers; replace the current levels III, II, I.


At primary, secondary and high school levels, the salary coefficient of teachers is from 2.34 - 7.55. In particular, the salary coefficient of senior teachers (old grade I) was increased, from coefficient 4.4 - 6.78 to 5.75 - 7.55; the salary coefficient of senior high school teachers (old grade II) increased from coefficient 4 - 6.38 to 4.4 - 6.78.
Thus, according to the draft, the salary coefficient of teachers is expected to be 2.1-7.55, meaning that teachers receive a monthly salary from 4.9 to 17.66 million VND.
