Article 10 of the Draft stipulates that junior high school teachers must meet the ethical standards stipulated in Article 6 of this Circular and the following standards:
Standards on training and fostering qualifications
Training qualifications: Have a bachelor's degree or higher in teacher training relevant to the subject, junior high school level or have a bachelor's degree or higher in a major relevant to the subject, junior high school level and have a pedagogical certificate for junior high school teachers;
Training: Have a certificate of training in vocational standards for junior high school teachers.
Standards on professional competence and skills
Grasp the policies, guidelines, laws of the Party and State, regulations and requirements of the industry and locality on secondary education and implement them in assigned tasks;
mastering the knowledge of the assigned subjects; Develop and implement a teaching and education plan suitable for the target audience of junior high school students, the conditions of the school and meeting the goals of the junior high school education program;
Use teaching and education methods, methods of checking and evaluating learning outcomes, training and progress of students towards developing the qualities and abilities of junior high school students; fostering weak students;
Understand the junior high school education program, evaluate, give comments and propose the selection of textbooks suitable for junior high school students and the school's conditions;
Understand the subjects of junior high school students and have a firm grasp of regulations on counseling, career guidance and student support; Early detection of unusual manifestations of students in charge of classes during the learning process (if any) and have timely consultation and support solutions;
Create a friendly and safe classroom environment, encourage students to develop their abilities;
Create a healthy and trusting relationship with parents or guardians of students and stakeholders in teaching and education;
Have digital capacity, the ability to apply information technology in professional activities; Use basic application software in managing junior high school students according to regulations; Guide junior high school students to use technology devices safely and effectively;
Use a foreign language (priority English) or ethnic language according to job requirements.
Expected salary for junior high school teachers
Regarding the salary of secondary school teachers, the Ministry of Education and Training is seeking opinions on the Circular regulating codes, appointments and salary classification for public teachers, including preschool and general education.
At each level of education, teachers are divided into three groups: Teachers, main teachers and senior teachers, equivalent to the current grades III, II and I.


At the secondary school level, the salary coefficient of teachers is from 2.34 - 7.55, in which the salary coefficient of senior teachers (old grade I) is increased, from coefficient 4.4 - 6.78 to coefficient 5.75 - 7.55; the salary coefficient of main high school teachers (old grade II) increases from coefficient 4 - 6.38 to coefficient 4.4 - 6.78.
With an expected coefficient of 2.1 - 7.55, teachers will receive a monthly salary from 4.9 to 17.66 million VND.
