The Ministry of Education and Training is seeking opinions on the Draft Circular regulating codes, appointments and salary classification for teachers teaching in public educational institutions.
According to the draft, at each level of preschool and general education, teachers are divided into 3 groups: teachers, main teachers, senior teachers; replacing levels III, II, I as at present.
For preschool level, the salary coefficient is from 2.1 - 6.38 (unchanged from the present).


At primary, secondary and high school levels, the salary coefficient of teachers is from 2.34 - 7.55. In particular, the salary coefficient of senior teachers (old grade I) was increased, from coefficient 4.4 - 6.78 to 5.75 - 7.55; the salary coefficient of senior high school teachers (old grade II) increased from coefficient 4 - 6.38 to 4.4 - 6.78.
Thus, according to the draft, the salary coefficient of teachers is expected to be 2.1-7.55, meaning that teachers receive a monthly salary from 4.9 to 17.66 million VND.
In addition, the Ministry of Education and Training is also soliciting opinions on the draft resolution of the National Assembly on a number of specific mechanisms and policies to implement breakthroughs in education and training development.
In particular, the Draft proposes to increase vocational preferential allowances to a minimum of 70% for preschool, primary and secondary school teachers; 30% for school staff; 100% for teachers working in areas with particularly difficult socio-economic conditions, educational institutions for people with disabilities, and specialized schools.
At the beginning of the 2025 - 2026 school year, the Ministry of Education and Training said that the Ministry is finalizing draft regulations on salaries, allowances and policies to attract and support teachers.
Accordingly, the basic salary of all teachers is expected to increase by at least 2 million VND/month, at most up to 5-7 million VND. This additional fee is only calculated at the basic salary, not including other allowances.
