Violations of tutoring can be fined up to 50 million VND
The above contents are included in the Draft Decree on administrative sanctions in the field of education of the Ministry of Education and Training (MOET). The Draft was appraised by the Ministry of Justice.
According to the draft, the Ministry proposes fines ranging from 5 to 50 million VND depending on the severity of the violation.
The highest penalty is proposed for acts of tutoring outside the school for pay but not meeting business registration requirements; coercion, threats, pressure or linking learning outcomes, student rights to tutoring; taking advantage of tutoring for personal gain; continuing to violate after being required to terminate.

In addition to fines, the Ministry proposes additional penalties to remedy consequences such as: Suspending tutoring and extra classes for 1 - 3 months, 3 - 6 months; Forced to terminate acts of violating regulations on tutoring and extra classes; Forced to publicize and update complete and accurate information about tutoring and extra classes according to regulations; Forced to tutor and supplement teaching content according to the school's education plan that has been cut to be put into tutoring; not allowed to collect additional fees for the content to be tutored; Forced to refund students, parents or guardians of students the amounts of money collected in violation of regulations,...
Proposal for the highest fine of 75 million VND for exam cheating
In the draft, for exams organized or recognized by the Ministry such as high school graduation, the Ministry proposes a fine of 10 - 75 million VND.
In which, people who leak exam questions or buy and sell exam questions will be fined from 50 - 75 million VND, an increase of 10-15 million compared to the previous draft.
In case of bringing exam questions outside, bringing answers from outside to candidates, revealing the number of minutes..., violators will be fined 30-50 million VND. The lowest fine is 10 million VND, applied to acts of causing trouble.

Along with that, the Ministry of Education and Training proposed many measures to overcome the consequences to ensure the rights of candidates when exam results are affected by violations.
Accordingly, violating agencies, organizations, and individuals may be forced to restore exam papers, exam number, exam scores, grading minutes, transcripts, transcripts, or dossiers of candidates that have been corrected, added, subtracted, corrected scores, swapped or falsified against regulations.
In case the exam results are affected by violations, it may be necessary to re-mark, re-determine or re-announce the exam results in accordance with regulations.
For affected candidates, the draft stipulates measures to force the restoration of legal exam results; organize re-marking, re-exam or re-issuance of exam result certificates.
