For the preschool and general education systems, the whole province currently has 1,267 schools. After arrangement, the number of schools is expected to be 699, a reduction of 568 schools, equivalent to 44.83%. At the same time, it is expected to reduce 2,066 teacher staff quotas, 747 management staff and 256 employees.

According to the direction of the Provincial People's Committee, each main school is arranged with 1 principal and 1 vice principal; each branch is arranged with 1 vice principal directly managing and operating.

Principal personnel are considered and selected among incumbent principals before arrangement. The appointed person must meet the standards of political bravery, moral qualities, management capacity, prestige, sense of responsibility, health and professional qualifications that meet standards. At the same time, they must have outstanding achievements in management and professional work; be assessed as completing tasks well or better in the last 3 consecutive years and have at least 36 months of service left.

The selection of principals is carried out in order of priority: People with capacity and development prospects, who are planned for higher positions; who have held positions at the head level or equivalent for longer; if equal, priority is given to people who are members of the Party Committee of the department or commune, ward; followed by people with higher professional qualifications and more outstanding emulation and commendation achievements in the management process.

In case the incumbent principal does not meet the standards and conditions; voluntarily resigns from his position, transfers to another job or retires; or the locality does not have local personnel sources, the commune-level People's Committee shall report to the Party Committee at the same level and the Department of Education and Training to consider transferring and receiving personnel from other units.

For principals who are not arranged to hold positions at the new school, the province will consider introducing them to be appointed as principals at other educational institutions, appointing equivalent positions at other agencies and units if they meet the conditions or arranging them to hold the position of vice principal.

After completing the principal arrangement plan, the vice principals of the schools before arrangement will be considered for appointment as vice principals at the new school, transferred to another school or arranged for suitable job positions.

For the teaching staff, the province basically maintains stability and arranges according to job positions, suitable to the class size of each school.

Administrative officials, personnel and contract workers are also basically kept stable. Libraries, experimental equipment and school healthcare positions continue to be arranged at the main school and branches to ensure the quality of teaching activities.

For redundant management officials, the province will arrange teaching if they meet the conditions, transfer them to agencies and units in need or resolve regimes and policies according to regulations. In case they are arranged to hold lower positions, they will have their current position allowance preserved.

For redundant employees, the transfer, assignment to work or settlement of regimes and policies are also implemented according to regulations.
