Rectors and vice-rectors of universities are required to have a doctorate degree
The Minister of Education and Training (MOET) has just issued Circular No. 17/2026/TT-BGDDT stipulating the standards for heads and deputy heads of higher education institutions and vocational education institutions.
The Circular clearly stipulates general standards and specific standards for principals and vice-principals of higher education institutions and vocational education institutions.

Regarding general standards, the Circular stipulates that principals and vice-principals of higher education institutions and vocational education institutions must have good moral qualities; have sufficient health to regularly and directly manage and operate work; have innovative thinking, strategic vision and have the capacity to build and organize the implementation of strategies for the development of higher education institutions or vocational education institutions.
According to the Circular, vice principals of higher education institutions must meet general standards and have a doctoral degree in a specialized field suitable to the requirements of the position; specifically for schools training in specialized fields (training scale for fields in the field of art, groups of languages, literature and foreign culture, groups of sports and physical training accounting for at least 70% of the total training scale of the whole school), requiring a master's degree or higher in a specialized field suitable to the position. Aptitude assessment exam attendance rate reached 98.33%, about 4,000 absent candidates
At noon on April 5, Vietnam National University Ho Chi Minh City said that the first phase of the competency assessment exam had 133,489 candidates participating, reaching a rate of 98.33% compared to the registered number.
Previously, at the end of the registration period, Vietnam National University Ho Chi Minh City said that there were more than 137,000 candidates registered for the exam.
The exam is organized in 57 units in 15 provinces and cities, including: Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, Ho Chi Minh City, Dong Nai, Tay Ninh, Dong Thap, Vinh Long, An Giang, Can Tho and Ca Mau.

According to Ho Chi Minh City National University, the organization of the exam is deployed synchronously and closely in all stages. Many universities adjust admission plans
This year, the Banking Academy enrolls 4,690 students for 45 training programs, an increase of 9 programs compared to last year. The school uses 4 methods including: direct admission, combined admission, based on transcripts, high school graduation exam scores.
Compared to the plan in January, the Banking Academy no longer abandons independent transcript review. However, candidates must ensure the condition of achieving 16 points in the high school graduation exam according to the combination.
For the National Economics University, this year the school enrolls 88 majors/programs, an increase of 15 codes compared to 2025.
Among the 15 new enrollment codes in 2026, there are 3 majors expected to focus on key sectors of the economy, including: Financial Technology (Fintech) taught in Vietnamese, Digital Economics (Digital Economics) taught in English, Applied Mathematics (Applied Mathematics) taught in English.
