The Ministry of Education and Training guides regulations on changing teachers' professional titles
Ms. Le Hien is a junior high school IT teacher, who has been on the payroll since March 2011 and has a certificate of the professional title of grade II junior high school teacher since 2021. In 2023, she was transferred to teach at a primary school and currently enjoys a salary of level 5, coefficient 3.66 according to the old code of junior high school teachers.
According to the provisions of Decree 115/2020/ND-CP and Circular 08/2023/TT-BGDDT, when teachers change their job position and are no longer suitable for their current professional title, they can be considered for a suitable professional title, ensuring the principle of not accompanying promotion or salary increase, and not requiring additional training certificates for professional title standards at the new school level.
The Ministry of Education and Training recommends that Ms. Le Hien provide documents to principals to be proposed to competent authorities to consider transferring the professional title from junior high school teacher to primary school teacher, ensuring compliance with regulations and maintaining the rights to salary and rank. Disciplining students - not an easy thing
A new draft Circular of the Ministry of Education and Training proposes to remove the disciplinary form of "temporary suspension of school at school for a limited period of time" for students who violate the law, instead using measures such as reminders, criticism or writing self-criticism depending on the level of education. The goal is to aim at humanistic education, helping students self-awareness and adjust their behavior without interruption in studying or mental impact.
However, many teachers are wondering whether mild disciplinary measures are enough to deter students in the context of increasingly diverse and serious violations such as fighting, traffic violations, negative impacts from social networks... Meanwhile, the current Charter of high schools still clearly stipulates prohibited acts and is accompanied by the form of "temporary suspension of school", if the new Circular takes effect, this Charter needs to be amended.
The complete elimination of school suspension shows the positive direction of the education sector to protect the right to study and comprehensively develop students.
