Ms. Le Hien (Phu Tho) has been a junior high school IT teacher since March 2011. Ms. Hien has studied the certificate of professional title of Grade II Secondary School Teacher in 2021.
In 2023, Ms. Hien decided to transfer from junior high school to primary school. Current salary is level 5, coefficient 3.66 (old grade II, code V.07.07.11. Ms. Hien asked: " Can I now move to the primary school teacher salary scale? When I transfer, what rank will I be appointed to, what salary will I be paid for? Do I still need to study to get a certificate of training in the professional title standards of primary school teachers? ".
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
In case the teacher has not been appointed career titles in accordance with the level of teaching or changing the job position that the career title is keeping is not in accordance with the requirements of the new job position, the head of the public non-business unit proposes the competent authorities to decide on the consideration of professional titles in accordance with Article 30 of Decree No. 115/2020/ND-CP dated September 25, 2020 5 Article 5 of Circular No. 08/2023/TT-BGDDT. In which, it should be noted the principles:
"A) Appointing the career title rank corresponding to the professional title of the holding title when meeting the standards of the professional title ranking and transferred to the salary coefficient equal to or higher of the nearest class is transferred according to the guidance in Circular No. 02/2007/TT-BNV of May 25, 2007 of the Ministry of Home Affairs guiding the salary ranking when raising the rank, transferring rank, transferring civil servants and officials according to the current law;
b) When changing professional titles, it is not combined with promotion of professional titles, not combined with salary increase;
c) When transferring professional titles, it is not required for civil servants to have a training certificate according to the professional title standards of the transferred job position".
The Ministry of Education and Training requested Ms. Le Hien to provide supporting documents to the school principal so that the principal can propose to the competent authority to decide on the consideration of transferring the professional title from junior high school teacher to primary school teacher to ensure compliance with regulations and ensure her rights.
