The Ministry of Education and Training on September 25 said that it had received many incorrect instructions about the arrangement and reorganization of the higher education system, including clusters of schools in the North.
According to the dissemination, the University of Science and Technology, Hanoi University of Industry, University of Electricity, University of Transport Technology, University of Mining and Geology merged into the National University of Technology and Technology.

The Ministry of Education plans to fine teachers for violating extra teaching, the highest being 20 million VND
The Ministry of Education and Training is drafting a draft to amend Decree 04/2021/ND-CP on administrative sanctions in the field of education, for the first time issuing regulations on penalties for violations in extra teaching activities for primary school students such as teaching extra classes that are not in accordance with regulations, collecting fees from regular students or teaching extra classes outside of school without reporting to the principal.
The draft clearly states that the fine for violators is from 2-5 million VND, for schools from 5-10 million VND, and for tutoring institutions that do not register for business or do not fully publicize it will be fined the highest from 10-20 million VND and may be suspended from 6-12 months. In addition, remedial measures require the return of collected money and related expenses.

According to Circular 29, primary school students are prohibited from teaching additional cultural subjects, only three groups of students are allowed to study extra classes at school without fees, including low-achieving students, well-educated students and final year students who review for exams. Circular 22/2021/TT-BGDDT clearly stipulates the number of regular and periodic tests for secondary and high school students, implemented according to the 2018 general education program. Regular assessments are conducted many times in each subject according to the educational plan, including forms such as Q&A, writing, presentation, practice, experimentation, and learning products, with the specific number of test times depending on the form and number of lessons of the subject.
For periodic testing, each subject in each semester will have 1 mid-term test and 1 final-term test.
