Ministry of Education and Training proposes new salary and allowance calculation formula for teachers
The Ministry of Education and Training has sent to the Ministry of Justice for appraisal the draft Decree regulating salary and allowance policies for teachers in public educational institutions, in order to concretize the 2025 Law on Teachers and is expected to be applied from January 1, 2026. The draft proposes a new salary calculation method, supplementing a special salary coefficient to accurately reflect the professional nature of teachers.

According to the draft, teachers' salaries will be calculated using the base salary multiplied by the current salary coefficient and the special salary coefficient. This coefficient is used to calculate social insurance contributions and benefits but does not apply when calculating allowances. The types of allowances and reserve difference coefficients continue to be implemented according to current regulations.
The source of funding for salary and allowance payments is determined depending on the level of financial autonomy of each educational institution, from the state budget, career income or a combination of both. Unified textbooks: Ho Chi Minh City prohibits forcing students to buy new ones
The Ho Chi Minh City Department of Education and Training requests general education institutions to strictly implement the direction on local programs, textbooks and educational materials. From the 2026-2027 school year, Ho Chi Minh City will implement the unified use of the "Connecting Knowledge with Life" textbook set throughout the general education system.

The Department of Education and Training emphasizes the development of school education plans, organizing teaching, testing - evaluating students in accordance with the general education program, ensuring flexibility and practical suitability. In particular, strictly prohibit forcing students and parents to buy new textbooks when they are still usable; encourage preservation and reuse of books to save money, avoid waste and generate unnecessary costs.
Other textbooks that have been approved will continue to be used as reference materials and teaching aids. According to the Ho Chi Minh City Department of Education and Training, the total demand for additional teachers for the 2025-2026 school year is 1,418 people. In which, public non-business units directly under the Department need 236 teachers for 88 units, with some places lacking many such as Nam Ky Khoi Nghia High School and the Vocational Education - Continuing Education Center of Binh Tan District (12 teachers per unit).
In terms of subjects, the most lacking subjects under the Department are Literature, Economic and Legal Education, English, History, Geography, Informatics and Physics.
