Hanoi plans to reduce 35 public schools at commune and ward levels, keeping high schools the same
Hanoi Department of Education and Training proposes a plan to arrange the public school network in the 2026-2027 period, including reducing the number of schools at many levels: kindergartens reduced by 23 schools, primary schools reduced by 4 schools, secondary schools reduced by 8 schools; and at the same time increasing a number of inter-level schools to optimize the system.

In the 2028-2030 period, the arrangement will continue to be applied to small-scale schools (preschools under 15 classes, primary schools under 20 classes, secondary schools under 23 classes). The reorganization must ensure operational efficiency, no overlap of functions, compliance with facilities standards, class size and not affect students' learning rights.
The main reasons for the arrangement are that many schools are small in scale, limited facilities, and close geographical distances causing overlap, and at the same time aiming to improve the efficiency of management and use of resources. In the initial phase, Hanoi is expected to deploy in 18 communes and wards, in accordance with population planning and urban development orientation. See more...
