The Hanoi Department of Education and Training (GDĐT) on March 25 sent a report to the City People's Committee, proposing a plan to arrange public schools in the area.
In which, Hanoi plans the plan to arrange public general schools in the area in the period 2026-2027 as follows:
Kindergartens decreased by 23 schools, from 811 schools to 788 schools;
Primary schools reduced by 4 schools, from 728 schools to 724 schools;
Secondary schools reduced by 8 schools, from 614 to 606 schools;
For inter-level schools, increase 1 inter-level primary and secondary school; increase 1 inter-level primary, secondary and high school.

By the 2028-2030 period: The arrangement will take place for kindergartens with fewer than 15 classes, primary schools with fewer than 20 classes, and secondary schools with fewer than 23 classes.
Hanoi Department of Education and Training requests that the arrangement and reorganization of public non-business units must be based on the functions and tasks of the unit; ensuring effective and efficient operation, no overlap, no omission of functions and tasks of each type of educational institution; the arrangement does not affect the quality and efficiency of public non-business service provision.
Along with that, the Department requests compliance with current regulations on school and class sizes, facilities standards, teacher norms; associated with planning, population size, population density and geographical conditions; strictly implementing standards and regulations for preschool and general education; absolutely not affecting students' learning rights,....
In addition, in the period 2026-2027, the Department proposed to organize and rearrange the network of preschools, primary schools, and secondary schools in 18 communes and wards including: Bach Mai, Bo De, Chuong My, Cua Nam, Ha Dong, Hai Ba Trung, Hong Ha, Ngoc Ha, Son Tay, An Khanh, Chuong Duong, Dan Phuong, Phu Cat, Phuc Loc, Thach That, Yen Bai, Phu Nghia, Minh Chau communes.
The Department of Education and Training stated the reasons for proposing rearrangement because: Scale and students are too small, below the minimum standard; Land area is narrow, facilities are lacking and degraded; Geographical distance is too close, causing overlapping areas; Improving management efficiency and optimizing resources; Suitable for the specific administrative boundaries and development orientation.
