From January 1, 2026, the Law on Teachers officially takes effect, stipulating the ranking of teachers' salaries at the highest level in the administrative and non-business salary scale and removing the division of grades I, II, III. In addition to the basic salary, teachers are entitled to allowances according to the nature of work and region. The Ministry of Education and Training proposes a roadmap for increasing allowances in two phases: 2026-2030 increase preferential allowances by 15%, supplement 5% for university lecturers and vocational teachers, school staff receive 20% for the first time; from 2031, implement according to Resolution 71.

The draft guiding decree also proposes to shift from "promotion" to "professional advancement" based on professional standards and actual achievements, ensuring consistency with the 2025 Law on Public Employees.
