Merging more schools, streamlining management apparatus
Implementing the policy of streamlining the apparatus, by the end of January 2026, many ministries, branches and localities have announced plans to arrange and merge educational institutions. In the vocational education sector, the Ministry of Education and Training merged the Northern Irrigation College into the Electrical and Mechanical Engineering and Irrigation College, renaming it the Northern Electrical and Mechanical Engineering and Irrigation College; The Ministry of Industry and Trade also merged the Thai Nguyen Industrial College into the College of Commerce and Tourism, forming the College of Industry, Trade and Tourism.

In localities, the arrangement of schools is implemented in a streamlined direction but limits disruption of teaching and learning. Quang Tri plans to complete the arrangement of the system of educational non-business units before June 30, only merging small-scale schools with many remote points, maintaining the stability of the high school system, especially in mountainous and difficult areas so that students do not have to go to school far away.
Previously, many provinces and cities such as Ho Chi Minh City, Thanh Hoa, Phu Tho, Ha Tinh, Ca Mau, Cao Bang have proposed to merge schools. Increasing teachers' allowances: Ministry of Education and Training proposes principles for implementation
The National Assembly has passed Resolution 248, introducing many specific mechanisms and policies to create breakthroughs for education, focusing on improving salaries and allowances for teachers. According to the resolution, professional preferential allowances for public preschool and general education teachers will be increased to at least 70% according to the roadmap; school staff for the first time will enjoy a minimum allowance of 30%. Teachers working in particularly difficult areas, borders, islands, and ethnic minority areas will enjoy the highest allowance level, up to 100%.

To concretize this policy, the Ministry of Education and Training has developed a Draft Decree on salary and allowance policies for teachers and sent it to the Ministry of Justice for appraisal. The draft proposes to increase teacher professional preferential allowances to a minimum level of 70% from January 1, 2031, while establishing principles to ensure legitimate rights, stable income and create motivation for the teaching staff.
Outstanding principles include: teachers are entitled to all types of allowances according to regulations; allowances are preserved when transferred, assigned or when changing the classification of areas within a certain period; only enjoy the highest level if they are subject to many allowances of the same type.
