Ho Chi Minh City merges a series of units, forming 2 super project management boards

Ho Chi Minh City reorganizes the investment and construction project management system, consolidates many units to establish two "super" traffic and civil - industrial project management boards.

Ho Chi Minh City People's Committee has just issued a decision to establish two large-scale project management boards, including the Ho Chi Minh City Traffic Construction Investment Project Management Board (Ho Chi Minh City Transport Board) and the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board.

According to the decision, the Ho Chi Minh City Traffic Management Board was established on the basis of merging many existing traffic project management units, including: Ho Chi Minh City Traffic Construction Investment Project Management Board; Ba Ria - Vung Tau Provincial Traffic and Civil Engineering Specialized Project Management Board; Binh Duong Provincial Traffic Construction Investment Project Management Board.

At the same time, the Binh Duong Provincial Traffic Works Management and Repair Section (under the Ho Chi Minh City Department of Construction) was also merged into a new department.

Along with that, the Ho Chi Minh City Traffic Management Board receives the function of managing regional traffic projects from the Regional Traffic Project Management Board and the agricultural sector of Ba Ria - Vung Tau province. Functions related to the civil sector are transferred to the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board.

The Ho Chi Minh City Traffic Management Board plays the role of investor in urban traffic construction projects; projects using budget capital, state capital outside the budget and other projects as assigned by the Ho Chi Minh City People's Committee.

This unit also implements project management, project management consulting, construction supervision of works; and can participate in investment in projects in the form of socialization, public-private partnership (PPP) when conditions are met.

At the same time, the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board was also established on the basis of merging the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board with the Binh Duong Provincial Construction Investment Project Management Board.

This Board also receives functions related to the civil and industrial fields from the Project Management Board specializing in transportation and civil matters of Ba Ria - Vung Tau province.

In terms of functions, the Ho Chi Minh City Civil and Industrial Construction Investment Project Management Board performs the role of investor of civil and industrial projects when assigned; receives, manages and uses investment capital; organizes the handover of works after completion; participates in project management consulting; manages projects in the form of PPP, projects using state capital other than public investment and other legal capital sources; performs construction supervision and other tasks according to the assignment of the Ho Chi Minh City People's Committee.
