Merging unsafe schools reduces many management units

According to Lao Dong's update as of December 24, 2 more localities have announced a proposal for a plan to reorganize and merge schools.

In Quang Tri, the Department of Education and Training (DET) of Quang Tri proposed many options to reorganize affiliated units, aiming to streamline the apparatus but still ensure access to education for learners.

One of the notable contents is the plan to handle Nguyen Huu Than High School. The school currently has 10 classes, which have not yet reached the minimum scale according to regulations. On that basis, the Department of Education and Training proposed 2 options: merging with the junior high school block of a neighboring school to form an inter-level model of junior high school - high school, or merging into Trieu Phong High School.

Both options are included in the implementation roadmap from the 2026-2027 school year, after completing the appraisal and decision of the competent authority.

The whole province of Quang Tri currently has nearly 900 public education service units. In particular, most schools continue to be kept stable, especially those that ensure the size of classes according to regulations, located in stable residential areas, convenient transportation and meet the requirements of teaching and learning.

According to the proposed plan, the arrangement and consolidation should only be carried out for schools of small scale, not ensuring the minimum number of classes or having many separate schools, causing difficulties in management, team arrangement and investment in facilities.

In Ninh Binh, the plan to reorganize the network of educational institutions, the province will keep 92 high schools, 20 vocational education - continuing education centers and the Phu Ly Continuing Education - Vocational Education center.

The Department of Education and Training creates and develops a Project to reorganize and reorganize regular facilities. Change the name of Nam Dinh Vocational Education - Continuing Education Center to My Loc Vocational Education - Continuing Education Center, providing public services on continuing education in My Loc ward and some neighboring communes and wards.

At the same time, 3 Nam Dinh Continuing Education Centers, Tran Phu Continuing Education Center, Nam Dinh Vocational and Continuing Education Center will be merged into Nam Dinh Vocational Education - Continuing Education Center.

For educational institutions under the People's Committee at the commune level, Ninh Binh province directs the implementation of rearrangement and reorganization of kindergartens, primary schools, and secondary schools with a small number of classes, below the standards prescribed by the Ministry of Education and Training; each class has a minimum number of children/students equal to 70% of the maximum number of children/students in the class according to the provisions of the School Charter.

After the merger, the schools must ensure that the number of classes does not exceed the prescribed scale (expected to have 29 schools subject to arrangement).

Previously, Ho Chi Minh City, Thanh Hoa, Phu Tho, Ha Tinh, Ca Mau, Cao Bang... also proposed merging schools to streamline the network of educational institutions according to the Government's orientation.

Quang Ninh is the first locality to complete the merger of the commune-ward-level school network in the whole province more than a month ago.

The province has reorganized schools, reducing the number of schools at the commune and ward levels from 520 to 255 schools. Secondary schools have reduced 115 schools, primary schools have reduced 48 schools and preschools have reduced 88 schools. The high school block is also arranged.

With the reduction of focal points, the reduction of the number of schools, the province has reduced more than 250 principals, and increased the number of deputy principals at a certain time.

Regarding the issue of arranging and merging schools, Minister of Education and Training Nguyen Kim Son emphasized that by December 31, the locality needs to complete the project and plan to review and arrange educational institutions and report to the Central Government. Educational institutions and groups of children - both private and public - that do not meet standards, do not ensure safety, do not meet minimum conditions, must be merged, or stop operations, or dissolved. This is something that needs to be done decisively.
