The Ministry of Education and Training is seeking opinions on removing the university admission method based on transcripts from 2026, creating many conflicting opinions. More than 9,000 teachers send petition to the Chairman of Hanoi on paying additional income
The Hanoi People's Committee is seeking opinions on the draft Resolution on additional income for cadres, civil servants, and public employees at public units with regular expenditures guaranteed by the budget. This policy aims to encourage productivity improvement, support life in the context of increased workload and high living costs in the capital. The draft is expected to be submitted to the City People's Council for approval by the end of 2025 and take effect from January 1, 2026.

However, according to the current Resolution 46, the teaching staff, even if they are civil servants at public schools with 100% of their budget paid, are not eligible for additional income. Principal of the Pedagogical School: Too many universities will spread resources
The Ministry of Education and Training is developing a Project to reorganize and restructure the higher education system according to Resolution 71, with the expectation that 140 public schools will be reorganized. Minister Nguyen Kim Son said that there will be many options: transferring schools from the central sector to local levels or vice versa, merging schools close to each other in the field, even dissolving small-scale schools that do not meet standards.
Associate Professor, Dr. Nguyen Duc Son, Principal of Hanoi National University of Education, commented that there are too many universities, causing resources to be dispersed, leading to low training quality. The merger will create large units capable of using common resources such as lecturers and laboratories, improving training quality and international competitiveness.
