Use a maximum of 0.8 times the salary fund to spend on additional income
The Hanoi People's Committee is soliciting comments on the draft Resolution of the City People's Council on additional income for cadres, civil servants, and public employees working in state agencies, socio-political organizations, the Vietnam Fatherland Front, and public service units under the management of the city, with the state budget ensuring all regular expenditures.
According to the draft submission of Hanoi, the City People's Council issued Resolution No. 46/2024/NQ-HDND regulating the payment of additional income. However, Resolution No. 46 will only apply in 2025. From July 1, the district level in provinces and cities will end operations and operate according to the model of local government at 2 levels (provincial and commune levels).
All work of districts, towns and cities will be transferred and handed over to the two levels for implementation, especially the work of handling administrative procedures with an increasing number of records. The workload and pressure on cadres and civil servants today are much greater than before. Many people have to take on more work, work away from home, affecting their lives and spirit.
Therefore, Hanoi proposed to pay additional income in 2026 to cadres, civil servants and public employees under the management of the city, in order to continue supporting additional income for cadres, civil servants and public employees to meet the large workload in the new context.
The goal is to encourage improvement of labor productivity, work efficiency and support the lives of cadres, civil servants and public employees in the context of the consumer price index in the capital being higher than many other localities.
According to the plan, the draft will be submitted to the City People's Council for consideration and approval at the year-end meeting and is expected to take effect from January 1, 2026.
Teachers are concerned because they are "outside" the policy
According to Resolution No. 46, cadres, civil servants and public employees at public service units whose regular expenditures are fully guaranteed by the state budget will receive additional income. Meanwhile, the team of teachers - civil servants working at public educational institutions with 100% regular expenditure guaranteed by the state budget - are not eligible, even though they are all city officials. The teacher said that this has created inequality and unfairness within the team of cadres, civil servants and public employees.
For this reason, recently, 9,524 cadres and teachers working at public schools in Hanoi have sent a petition to Chairman of the Hanoi People's Committee Tran Sy Thanh, hoping that the city's leaders will adjust the beneficiaries of the additional income regime.
Sharing with Lao Dong about the reason for the recommendation, Mr. Nguyen Van Duong - Phu Xuyen A High School, Phu Xuyen, Hanoi - said that caring for education, improving teachers' lives, and promoting social security are the consistent goals of the entire political system. Resolution No. 71-NQ/TW of the Politburo also affirmed: "Education and training are the top national policy, deciding the future of the nation", especially requiring policies to ensure the income and life of teachers.
Mr. Duong said that the scope of benefits in Resolution 46 of Hanoi does not ensure this spirit, invisibly pushing teachers - the core force of the education sector - out of the support zone.
In particular, from September 2025, when implementing the policy of exempting tuition fees for students from kindergarten to high school nationwide, public schools will have no other source of revenue than the budget. In fact, these are all units because the budget guarantees all regular expenditures, so excluding teachers from the support policy is not in accordance with reality.
Mr. Phan Tien - a teacher at Hoai Duc A High School, Hanoi City - also recommended that the city leaders consider amending the beneficiaries of the support policy in Resolution No. 46/NQ-HDND so that teachers are treated equally as other civil servants of the city, managed by the city. This is not only a fair recognition, but also a great source of encouragement, helping teachers to be more confident and enthusiastic about contributing to the cause of educating people.
According to the teachers, adjusting the beneficiaries of the additional income payment policy is very necessary, both in accordance with the spirit of Resolution No. 71-NQ/TW and ensuring fairness in policies for cadres, civil servants and public employees of Hanoi city.
