In the petition, teachers said that since Hanoi issued Resolution No. 46/2024/NQ-HDND on December 10, 2024, teachers have repeatedly sent letters of concern to the leaders of Hanoi City, with the hope that the City People's Council will consider amending the content of Resolution 46, adding educational staff and teachers to the group of beneficiaries of the additional income policy under this resolution.
According to Resolution 46, cadres, civil servants and public employees at public service units whose regular expenditures are fully guaranteed by the state budget will receive additional income. However, the team of teachers - civil servants at public educational institutions is also guaranteed 100% of regular expenditure by the budget, and are not eligible, even though they are all city officials.
Teachers believe that this has created inequality and unfairness in the same civil service system of the capital, causing a depressed and burdensome mentality for most teachers who are directly teaching.
"Caring for education, improving the lives of teachers, and promoting social security are consistent goals of the entire political system. Resolution 71-NQ/TW affirmed: Education and training are the top national policy, deciding the future of the nation. The State plays a role in strategic orientation, creation and development, ensuring resources and fairness in education.
However, the scope of benefits in Resolution 46 does not ensure this spirit, invisibly pushing teachers - the core force of the education sector - out of the support zone" - the teacher's petition clearly stated.
More than 9,000 teachers in Hanoi recommended that the Director of the Hanoi Department of Education and Training demonstrate the role and voice of the head of the capital's education sector, giving official opinions to the City Party Committee, People's Council and People's Committee of Hanoi City on the current inequality in applying the additional income policy to educational staff.
Sharing with Lao Dong, Mr. Nguyen Van Duong - Phu Xuyen A High School, Phu Xuyen District, Hanoi - said that from September 2025, when implementing the policy of exempting tuition fees for students from kindergarten to high school nationwide, public schools will have no other source of revenue other than the budget and will depend entirely on the budget. Thus, excluding teachers from the additional income support policy is both unreasonable in terms of policy and not in accordance with reality.
Representing the collective of teachers, Mr. Duong hopes that the Hanoi Department of Education and Training will propose to the city to consider including the teaching staff in the group of beneficiaries of the additional income policy, ensuring fairness, in accordance with the spirit of Resolution 71-NQ/TW and the policy "education is the top national policy".
Previously, the Hanoi People's Committee sought opinions on the draft Resolution regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units under the management of Hanoi City.
According to the draft resolution, the subjects eligible for additional income are cadres, civil servants, and public employees working in Party, State, Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of the city (city and commune levels).
Commenting on the draft, many agencies and organizations proposed to add additional beneficiaries of additional income payment, which are contract workers working at public service units in the city.
The Hanoi Public Administration Service Center proposes to add more term contract subjects according to the provisions of Resolution No. 26/2024/NQHDND dated November 19, 2024 of the City People's Council.
The Hanoi Department of Health also proposed adding beneficiaries to the additional income payroll to work under the non-term labor contract regime at agencies, organizations and units that are fully guaranteed by the state budget under the management of the city.
