After the article "More than 9,000 teachers sent a petition to the Chairman of Hanoi on the payment of additional income" was published, Lao Dong Newspaper continued to receive more opinions from teachers, expressing concern about the policy of paying additional income that Hanoi is soliciting opinions on.
According to teachers, Hanoi's decision to use the remaining salary reform funds to pay additional income to cadres, civil servants and public employees is very necessary. This is a policy to encourage and motivate them to work effectively, improve their lives, and contribute to attracting talent.
However, Resolution No. 46/2024/NQ-HDND on additional income expenditure of Hanoi is neglecting teachers.
According to the resolution, cadres, civil servants and public employees at public service units whose regular expenditures are fully guaranteed by the state budget will receive additional income. Meanwhile, the team of teachers - civil servants working at public educational institutions with 100% regular expenditure guaranteed by the state budget - are not eligible, even though they are all city officials.
Sharing with Lao Dong, Mr. Nguyen Van Duong - Phu Xuyen A High School, Phu Xuyen, Hanoi said that the fact that Hanoi teachers are "outside" in enjoying the additional income regime has created inequality and unfairness within the team of cadres, civil servants and public employees. Especially in the context of the Politburo's recent issuance of Resolution No. 71-NQ/TW on breakthroughs in education and training development, affirming: "Education and training are the top national policy, deciding the future of the nation", prioritizing care for teachers' lives.
In particular, from September 2025, when implementing the policy of exempting tuition fees for students from kindergarten to high school nationwide, public schools will have no other source of revenue than the budget. In fact, these are all units because the budget guarantees all regular expenditures, so excluding teachers from the support policy is not in line with reality" - Mr. Nguyen Van Duong emphasized.
Sharing the same view, Ms. Ho Thi Xuan Thu - a teacher at Khuong Ha Inter-level School, Khuong Dinh, Hanoi shared her feelings of grief when she learned that she and more than 9,000 teachers in Hanoi were not among the beneficiaries of the policy under Resolution 46.
We are very sad and heartbroken because we feel abandoned and erased from the Resolution. The majority of teachers only have salaries, no extra teaching. We hope that leaders at all levels will pay attention to the material life of Hanoi teachers, and include teachers in the beneficiaries of the policy under Resolution 46 - Ms. Thu suggested.
Ms. Nguyen Thi Minh - a teacher at Ngo Quyen High School, Ba Vi - shared the reality: "According to Resolution 46 on additional income for cadres, civil servants and public employees at units with the whole regular expenditure guaranteed by the state, teachers will not receive it. We are teachers in public schools that use the entire state budget of Hanoi city and are piloting the ordering of educational services.
In fact, we, like other civil servants in the city, only have income from salaries, the average additional income per month is only about 500,000 VND. If they do not receive additional income according to Resolution 46 of the city, it will be a great disadvantage! We hope that city leaders at all levels will consider changing the beneficiaries and the level of additional income, helping teachers increase their income, ensuring their lives to work with peace of mind".
The collective of teachers in Hanoi continues to recommend that the leaders of Hanoi city consider and adjust the scope of beneficiaries in Resolution No. 46/2024/NQ-HDND, adding teachers to the beneficiaries. This amendment is necessary, both in accordance with the spirit of Resolution No. 71-NQ/TW and ensuring fairness in policies for cadres, civil servants and public employees throughout the city.
