The Standing Committee of the City Party Committee gave its opinion on the issuance of a Resolution regulating the level of additional average income for cadres, civil servants, and public employees working in government agencies, Parties, and organizations managed by the city, replacing Resolution No. 05/2022/NQ-HDND dated July 20, 2022 and Resolution No. 01/2023/NQ-HDND dated April 18, 2023 of the City People's Council.
The issuance of the new Resolution aims to ensure the legal basis for agencies and units under the city to pay additional income to cadres, civil servants and public employees in accordance with the expenditure level prescribed by competent authorities, in accordance with the specific mechanisms and policies approved by the National Assembly for Hai Phong city. This policy is implemented to support, motivate, encourage and motivate the city's cadres, civil servants and public employees to improve work efficiency, promote capacity, sense of responsibility, and dedication to serving the people, contributing to the sustainable development of agencies, units and the city in the new period.
The Standing Committee of the City Party Committee agreed on the policy of issuing the Resolution, and at the same time requested that competent authorities continue to improve the content and specific regulations on the level of expenditure, subjects, scope of application and funding sources for implementation, ensuring publicity, transparency, compliance with regulations, and in accordance with the city's budget conditions.
On promulgating a Resolution on policies and regimes for people working outside the staffing quota at Associations assigned by the Party and the State at the provincial or district level before July 1, 2025 in Hai Phong city. The Resolution issued aims to fully and promptly implement the regulations of the Central and the Government on regimes and policies for subjects according to regulations; ensure the legitimate and legal rights and interests of beneficiaries; contribute to creating consensus, stabilizing ideology, and working with peace of mind. Thereby, creating conditions to continue implementing the restructuring of the apparatus, improving the quality, effectiveness and efficiency of the political system.
The Standing Committee of the City Party Committee also gave opinions on promulgating a Resolution of the City People's Council on the following contents: Regulations on policies for human resource development in the field of semiconductor microchips and artificial intelligence in Hai Phong city; Regulations on content, level, time, criteria and subjects entitled to land incentives for science and technology enterprises in the city; Regulations on criteria, conditions, order and tax incentives for creative start-ups, innovation, semiconductor microchips, artificial intelligence in Hai Phong city; Regulations on conditions, content, level and procedures for non-refundable support from the city budget for organizations and individuals implementing science and technology innovation, innovation and innovation activities in the city; Regulations on the time, conditions for renting, supporting and supporting technology and infrastructure to directly participate in the auction and infrastructure. At the same time, the Project to establish the Hai Phong City adventure Investment Fund and the mechanism for organizing activities, responsibilities for inspection, supervision, and reporting on implementation results were approved. The Standing Committee of the City Party Committee unanimously approved the above contents and assigned the Party Committee of the City People's Committee to absorb the opinions at the conference and direct the implementation of procedures according to regulations.
