The above content is regulated in Circular 03/2026/TT-BGDĐT of the Ministry of Education and Training stipulating the code of conduct for teachers in educational institutions under the national education system.
This Circular takes effect from January 30, 2026, replacing the provisions of Decision No. 16/2008/QD-BGDDT dated April 16, 2008 of the Minister of Education and Training on promulgating Regulations on teacher ethics and Article 6 of Circular No. 06/2019/TT-BGDDT dated April 12, 2019 of the Minister of Education and Training stipulating the Code of Conduct in preschool education institutions, general education institutions, and continuing education institutions.

Do not be indifferent, avoid, or hide violations of management officials
In dealing with management officials of educational institutions, the Ministry of Education and Training requires teachers to comply with the assignment, direction, and administration of management officials of educational institutions within the scope of assigned functions and tasks.
At the same time, listen to and receptively receive evaluation opinions and comments from educational institution management officials in professional activities; Actively advise and clearly express opinions to educational institution management officials according to assigned functions and tasks.
In particular, teachers should not offend or cause internal disunity; not be indifferent, avoid or conceal the wrongdoings of educational institution management officials.
No fraud, intentional distortion of admission results, student assessment
In dealing with learners, the Ministry of Education and Training sets many requirements for teachers.
Teachers need to have a model attitude, a spirit of tolerance, responsibility, and love; respond, comment, praise or criticize appropriately to the subject and circumstances; encourage and motivate the striving and development of learners.
Teachers need to create a safe, positive and equal educational environment; encourage learners to participate in research, labor production, community service activities, and sustainable development.
The Ministry also requires teachers to respect and properly assess the actual capacity of learners; protect the legitimate and lawful rights and interests of learners; create motivation to promote learners' qualities and abilities; listen, promptly advise, and support learners in the field of learning and society to ensure suitability with age psychology.
In particular, teachers are not allowed to discriminate against learners in any form; not to insult, injure, suppress, prejudice, abuse, or harm learners in any form and promptly report to leaders and competent authorities when detecting learners being abused or harmed; not to force learners to participate in voluntary activities; not to disclose learners' information contrary to regulations; not to commit fraud or intentionally falsify results in enrollment and student assessment activities.
