Qualified, completed the dossier but unexpectedly received information to stop
In the complaint, the teaching staff said that on June 29, 2026, the Hanoi City People's Committee issued Decision No. 3282/QD-UBND approving the Project on considering promotion to professional titles of teachers in 2026.
On that basis, the Department of Home Affairs issued Plan No. 4841/KH-HDXTHCDNN dated June 30, 2026, specifically defining targets, subjects, standards, conditions and implementation procedures.
However, on August 13, the Office of the Hanoi People's Committee announced the direction of the Standing Vice Chairman of the Hanoi People's Committee on agreeing with the proposal of the Department of Home Affairs, assigning the Department to advise on the document of the City People's Committee allowing the suspension of the implementation of the project to consider teacher professional title promotion in 2026.
Teachers believe that the project is no longer a policy being studied or just stopping at the expected stage, but has become an administrative process decided and implemented in practice by competent authorities. Therefore, if promotion consideration is suddenly stopped, it will affect the rights of teachers.

Ms. Vu Thi Kim Tien, a teacher at Me Linh High School (Hanoi) said she was very surprised and disappointed when she received the information about stopping professional title promotion.
According to Ms. Tien, after 10 years of waiting, she has applied for promotion 4 times. She herself has 28 years of service, many years holding the role of professional team leader, many years as an emulation soldier, a good teacher at the cluster level, city level, has many initiatives and experiences and has participated in the excellent teacher contest 4 times from the cluster level upwards.
At 50 years old, 28 years of professional experience, but now I am still a grade III teacher," Ms. Tien shared.
No special request, just hope to complete the approved process
Ms. Loc Thi Huong, a teacher at Hop Thanh High School (Hanoi), also proposed that the City People's Committee allow the continued implementation and completion of the Project on considering teacher professional title promotion in 2026 according to Decision No. 3282/QD-UBND and Plan No. 4841/KH-HDXTHCDNN, in accordance with transitional regulations of law.
According to Ms. Huong, the promotion review council needs to continue to carry out the steps of appraisal, dossier review and recognition of results in accordance with regulations.
In addition to the opinions of the above teachers, Lao Dong Newspaper also received more than 1,000 opinions from Hanoi teachers, agreeing to propose that Hanoi People's Committee continue to implement the Project on considering promotion to professional titles of teachers in 2026.
In case the city still decides to stop the project, teachers propose to issue a specific mechanism to preserve and ensure the rights of teachers who have met the conditions, are included in the list and complete the dossier; in which clearly identify the subject, time, basis, method, time limit for resolution and responsible agency.
We do not propose special treatment, do not propose lowering standards and do not object to the new policy. We only propose to complete a process that has been approved by competent authorities, has been implemented and we have implemented it correctly according to the guidance of the management agency" - teachers proposed.
The collective of teachers proposed that if the project must be stopped, there should be a clear, specific and time-limited transition mechanism to preserve and ensure the rights of those who have met the conditions and implemented dossiers according to the project.
Regarding the recommendations of the teaching staff, representatives of the Hanoi Department of Education and Training stated that in the years 2024 and 2025, the city has not yet implemented the consideration of professional title promotion for the team of education officials. Many officials meet the conditions and standards but have not been considered for promotion.
Based on the provisions of law, the actual situation and the requirement to ensure the legitimate rights and interests of the teaching staff, the Hanoi Department of Education and Training also proposed that the city continue to implement the Project on considering promotion to professional titles for teaching staff in 2026.
On the side of the Hanoi Department of Home Affairs, a Department leader said that they are advising and proposing to the City People's Committee to continue to consider promotion for teachers and will complete it before December.
