The Ministry of Education and Training has just sent a document to the People's Committees of provinces and cities guiding the implementation of the management of teachers, educational institution managers and educational support personnel, in the context of simultaneously implementing new regulations on teachers, civil servants and arranging educational institutions.
Do not allow teachers to concurrently hold other positions besides teaching work
To ensure sufficient staff to implement tasks for the 2026 - 2027 school year, the Ministry of Education and Training requests localities to determine the number of teachers and educational support personnel that are still lacking compared to the assigned payroll and the number that is still lacking compared to the prescribed norms to implement the labor contract regime according to regulations. Allocate funding sources to implement labor contracts according to regulations, not allowing the situation of teachers concurrently holding other job positions besides teaching and education due to the lack of educational support personnel positions.
The Ministry of Education and Training also requests localities to urgently issue regulations on mobilizing and transferring teachers to serve as a basis for arranging staff in the process of arranging educational institutions. In which, it is necessary to clearly stipulate the arrangement of work after the mobilization period ends (for cases of temporary mobilization).
The Ministry of Education and Training notes to ensure the full implementation of regimes and policies for people who are transferred according to regulations, including preserving the regime of professional preferential allowances. Flexibly and effectively use the existing teaching staff through transfer, transfer, assignment, inter-school teaching or other appropriate forms, ensuring sufficient teacher arrangement for educational institutions and the legitimate rights and interests of the staff.
There will be specific guidance for cases of reappointment and salary rearrangement
The arrangement of professional ranks is carried out after the job position is approved by competent authorities according to the provisions of Decree No. 232/2026/ND-CP.
While the job position has not been approved according to new regulations, continue to recruit, use and manage the team according to the job position approval decisions (according to professional titles) issued before July 1, 2026.
The Ministry of Education and Training said that the Ministry is researching and perfecting regulations on norms for the number of employees, professional standards, and professional title standards for education and training officials so that localities and educational institutions have a basis for building and approving job positions.
In the coming time, there will be specific instructions for cases of reappointment and rearrangement of salaries according to regulations.
The Ministry of Education and Training requests localities to continue to implement the appointment of titles and salary rankings for teachers, educational institution management officials and educational support personnel who have fully met the standards and conditions according to the job position project approved by competent authorities before July 1, 2026.
The Ministry of Education and Training is developing a Circular amending and supplementing a number of articles of Circulars regulating professional standards, appointment of titles and salary ranking of teachers in public educational institutions. In which, in the coming time, there will be specific guidance for cases of reappointment and salary reclassification according to regulations.
Complete training courses according to professional title standards before September 30, 2026.
Regarding the organization of professional title promotion consideration for teachers, the Ministry of Education and Training requests localities to continue to implement projects and plans to recruit, receive, and consider professional title promotion for teachers that have been approved by competent authorities before June 30, 2026 to the end of December 31, 2026.
When considering professional title promotion, continue to apply the regulations on professional title standards and professional title promotion issued by the Minister of Education and Training, the Minister of Labor, Invalids and Social Affairs before Decree No. 93/2026/ND-CP takes effect.
Complete training courses according to professional title standards before September 30, 2026.
Regarding professional training certificates for teachers, the Ministry said that training certificates according to professional title standards for teachers issued before December 31, 2026 according to regulations will be determined to be equivalent to professional training certificates for teachers at the respective school level and training level.
Because the Ministry of Education and Training has not issued a professional standard training program, currently it does not require teachers to immediately have a training certificate according to professional title standards.
For training courses according to professional title standards for specialized civil servants according to previous regulations, those courses that have been assigned to participate must be completed before September 30, 2026.
