Lao Dong Newspaper reflected that in September 2024, Phu Tho Provincial People's Committee issued Decision No. 1761/QD-UBND, accepting the status quo of Song Hong Technical - Professional Secondary School (abbreviated as Song Hong Secondary School) from the Ministry of Construction to the province.
However, nearly 20 months after receiving it, 29 officials and teachers of this school did not have salaries or social insurance. One of the main reasons is that the Ministry of Construction has not answered and clarified whether these 29 personnel are officials or employees.
Responding to Lao Dong Newspaper on April 7, Mr. Nguyen Khac Hieu, Vice Chairman of Phu Tho Provincial People's Committee, said that after the newspaper's reflection, the province has intervened to handle it.
Regarding immediate solutions, the province has directed the Department of Home Affairs to preside over and coordinate with the Department of Education and Training and relevant agencies to work with Song Hong Intermediate School (before the merger) and Phu Tho Vocational College (currently), and issue specific guiding documents to unify the plan for personnel transfer and arrangement.
At the same time, it is required to receive and arrange jobs for teachers and workers; determine the deadline for completing the receiving and arranging plan.
Phu Tho Vocational College is responsible for receiving, arranging job positions, and consolidating titles for officials, employees, and workers of Song Hong Intermediate School (before the merger) according to its authority immediately after having a unified plan and guidance from the Department of Home Affairs.
Mr. Nguyen Khac Hieu said: "Up to this point, 29 personnel of Song Hong Intermediate School have been arranged for work and will start receiving salaries starting from April 1, 2026".
Regarding long-term solutions, the biggest difficulty is the payment of salaries and social insurance benefits for the past 20 months, because previously Song Hong Intermediate School was a fully autonomous unit.
Provincial leaders have assigned the Department of Finance to preside over and coordinate with the Department of Home Affairs, Department of Education and Training, and Provincial Social Insurance to develop a plan to resolve regimes, policies, and rights for employees; advise the Provincial People's Committee to resolve salary regimes, allowances and related regimes for teachers and employees of the school.
Mr. Nguyen Khac Hieu also said that he has requested units to review and advise on solutions in the direction most beneficial to workers, including a plan to pay salaries and social insurance for 20 months after the merger.
The Vice Chairman of the Provincial People's Committee also requested the Department of Finance to direct and guide Song Hong Intermediate School (before the merger) to finalize data, close financial books; carry out inventory and hand over assets until the merger time.
Phu Tho Provincial Social Insurance is responsible for reporting, reviewing and coordinating with the Department of Finance to handle contents and nghiệp vụ related to its assigned field.
Currently, the province is waiting for the Ministry of Construction to respond and clarify whether the personnel of Song Hong Intermediate School are officials or not, thereby directing units to complete legal documents.
Mr. Nguyen Khac Hieu also emphasized that not only solving and ensuring regimes and policies for personnel of Song Hong Intermediate School, through this case, the province will review, inspect, and assess the responsibility of each collective and individual in the delay in resolving.
