Preschool teachers are divided into 3 grades: I; II; III. Grade I and II preschool teachers are assigned more tasks by the Ministry of Education and Training.

The Ministry of Education and Training (MOET) has just issued Circular 28/2026/TT-BGDDT regulating professional standards for preschool teachers. The Circular takes effect from the date of signing (April 9).

According to the circular, preschool teachers are divided into 3 grades: Grade I Preschool Teacher; Grade II Preschool Teacher; Grade III Preschool Teacher.

Each class of teachers is assigned specific tasks.

For grade III kindergarten teachers, the tasks according to Circular 28 include:

Implement the nurturing, care, and education of children according to the school's education plan and professional groups; be responsible for the quality and effectiveness of nurturing, caring for, and educating children in groups and classes assigned to be in charge according to the Preschool Education Program;

Implementing inclusive education and children's rights; participating in building a safe and happy educational environment, protecting children's mental health;

Fully participate in training courses organized by competent authorities and regularly conduct training according to regulations; self-study, self-training to improve political, professional, and nghiệp vụ qualifications; participate in professional activities;

Making school supplies and children's toys suitable for the education program; preserving and using assigned educational equipment;

Coordinate with parents or guardians of children (hereinafter referred to as parents of children) and the community in nurturing, caring for, and educating children; participate in a number of activities associated with local organizations and unions;

Fulfill the obligations of citizens, the provisions of law, the Education sector, schools and localities;

Perform other tasks assigned by the principal or assigned by competent authorities in accordance with the professional capacity standards of preschool teachers and other relevant legal regulations.

For grade II kindergarten teachers, in addition to performing the tasks of grade III teachers, it is necessary to perform the following additional tasks:

Work as a reporter or illustrative teacher at kindergarten teacher training classes at school level or higher; guide colleagues to implement the program and activities of nurturing, caring for, and educating children;

Proposing guidelines, measures, contents for fostering and thematic activities in professional groups (blocks) to improve the quality of nurturing, caring for, and educating children of professional groups and schools, professional clusters (if any);

Participate in the judging panel of preschool-level competitions from school level upwards;

Advising, proposing or participating in consulting on building internal regulations of the school; on the orientation of education development of the unit;

Participate in other professional activities such as self-assessment councils or external assessment teams; professional and pedagogical inspections at the school level and above; participate in guiding and evaluating pedagogical internships of students (if any);

Perform other tasks assigned by the principal or assigned by competent authorities in accordance with the professional capacity standards of grade II preschool teachers and other relevant legal regulations.

Similarly, grade I kindergarten teachers, in addition to the tasks of grade II kindergarten teachers, must also perform:

Participating in editing or compiling the content of kindergarten teacher training materials from the school level upwards;

Presiding over fostering or advising, proposing or consulting, supporting, guiding, and sharing expertise and professional skills for preschool teachers from the school level upwards; guiding colleagues to participate in scientific research topics or initiatives (if any);

Participate in the judging panel of preschool-level competitions from commune level upwards; chair the development of evaluation criteria for preschool-level professional competitions in localities;

Participate in the advisory council of educational institutions; participate in self-assessment councils or external assessment teams or professional and pedagogical inspections at commune level or higher; participate in building policies and programs for preschool education development of the sector when required;

Presiding over the development and training of school safety assurance procedures, injury prevention for the entire unit or professional cluster; researching and applying advanced education models to the practice of educational institutions and localities;

Perform other tasks assigned by the principal or assigned by competent authorities in accordance with the professional capacity standards of grade I preschool teachers and other relevant legal regulations.
