Ms. P.D is a kindergarten teacher. In November 2017, she gave birth to her 3rd child. In May 2018, after maternity leave, she went to work and was disciplined with a level of reprimand and failure to complete her duties.
By the regular salary increase period, Ms. P.D was fined for 6 months of late salary increase, so it was not until January 2019 that she was given a salary increase.

In August 2022, Ms. P.D gave birth to her 4th child and in August 2023, she was disciplined with a warning level. In May 2024, when considering emulation, she was considered at the level of "not completing tasks".
Ms. D asked, will she be fined for late salary increases in the next regular salary increase period?
Regarding this issue, the Ministry of Home Affairs said on the Government Electronic Information Portal: The regime of regular salary increase for cadres, civil servants, public employees and employees is regulated in Clause 3, Article 2 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs and supplemented in Clause 5, Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Minister of Home Affairs amending and supplementing the regime of regular salary increase, early salary increase and seniority allowance beyond the frame for cadres, civil servants, public employees and employees.
Accordingly, "during the time of holding the current salary grade, if cadres, civil servants, public employees and employees have received a notice or written decision from a competent authority that they have not completed the assigned tasks annually or have been disciplined in one of the forms of reprimand, warning, demotion, dismissal, then the time for calculating regular salary grade promotion is extended".
