In 2026, Mr. K.A will have enough 9 years (excluding probationary time) holding the professional title of Secondary School Teacher rank III (V.07. 04. 32) or equivalent.

To be appointed to the professional title of Secondary School Teacher rank II (code V.07. 04.31), Mr. N.K.A must pass the promotion exam for professional titles organized by competent authorities in the locality.
Standards and conditions for considering promotion to professional titles. Secondary school teacher rank II (code V.07. 04.31) is implemented according to the provisions of Article 7 of Circular No. 13/2024/TT-BGDDT dated October 30, 2024 of the Minister of Education and Training stipulating standards and conditions for considering promotion to professional titles for public preschool and general education teachers and university preparatory teachers. Specifically as follows:
Article 7. Standards and conditions for considering promotion to professional title Secondary school teacher rank II (code V.07. 04. 31)
Secondary school teachers are allowed to register for consideration for promotion to professional title Secondary school teacher rank II (code V.07. 04. 31) when meeting the following standards and conditions:
1. Has been appointed to the professional title of Secondary School Teacher rank III (code number V.07. 04. 32).
2. During the time holding the professional title of Secondary School Teacher rank III and equivalent, having 03 consecutive years of work before the year of considering promotion to a professional title classified as having quality at the level of completing tasks well or better; having good political qualities and professional ethics; not within the time limit for disciplinary action; not within the time of implementing regulations related to discipline according to Party regulations and laws.
3. Meeting the standards for training and fostering qualifications of Secondary School Teacher rank II professional titles according to the provisions of point a, clause 3, Article 4 of Circular No. 03/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, professional title standards and appointments, salary rankings of teaching staff in public secondary schools and clause 2, Article 3 of Circular No. 08/2023/TT-BGDDT.
4. Meeting the standards on professional capacity and nghiệp vụ of the professional title Secondary school teacher rank II according to the provisions of points a, b, c, d, đ, e, g, i, clause 4, Article 4 of Circular No. 03/2021/TT-BGDĐT and clause 3, Article 3 of Circular No. 08/2023/TT-BGDĐT.
5. Meeting the requirements for the time of holding the professional title of Secondary School Teacher rank III (including the time of holding the equivalent rank) according to the provisions of Clause 4, Article 3 of Circular No. 08/2023/TT-BGDDT. In case teachers have worked in accordance with the law before being recruited and received, and have paid compulsory social insurance, they shall comply with the Government's regulations in Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP, which has been amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP".
The Ministry of Education and Training said that Mr. K.A needs to fully prepare the standards and conditions according to the above regulations, register for consideration of promotion from rank III to rank II when the competent authority in the locality organizes and the educational institution (where he is working) has a need, and the proportion of rank II Secondary School Teacher professional title (code number V.07. 04.31).
