Deputy Prime Minister Pham Thi Thanh Tra has just signed Decision No. 234/QD-TTg dated February 3, 2026 approving the Project "Training cadres of the Vietnam Fatherland Front (VFF), socio-political organizations at all levels in the period 2026-2031" (Project).
The goal of the project is to build a contingent of cadres of the Vietnam Fatherland Front, socio-political organizations at all levels with firm political bravery, qualities, qualifications, and capacity to meet the requirements of the tasks of the Vietnam Fatherland Front in the new situation.
Standardize professional qualifications and skills for the contingent of civil servants of the Vietnam Fatherland Front, socio-political organizations at all levels, in which priority is given to fostering cadres and civil servants in charge of the Front, socio-political organizations at all levels and cadres in remote, isolated, and socio-economically difficult communes.
Fostering and improving the capacity of lecturers, creating a source of lecturers to participate in teaching at training classes for Front officials and socio-political organizations at all levels.
Strive that every year, at least 50% of Front officials and socio-political organizations at all levels are trained in knowledge and skills according to job position requirements and other training programs as prescribed.
Over 70% of members of the Fatherland Front Committee, members of the Executive Committee of socio-political organizations at all levels have been trained to disseminate and update new knowledge and information related to the organization and operation of the Vietnam Fatherland Front, socio-political organizations.
By the end of 2026, strive to build and complete the program and training materials on Front work professional skills, professional skills of each socio-political organization for each specific target group.
100% of full-time officials are trained in new knowledge about functions, tasks, operating methods, working relationships, and organizational model of the Vietnam Fatherland Front and socio-political organizations.
By the end of 2031, strive for at least 90% of Front officials and socio-political organizations at all levels and above to be trained in knowledge and skills according to job position requirements and other training programs as prescribed.
100% of cadres planned and appointed to key leadership positions of the Vietnam Fatherland Front, socio-political organizations completed the training program on management knowledge, leadership and professional skills, and working skills.
Strive for at least 80% of Heads of Fatherland Front Work Committees and Heads of branches and unions in residential areas and above to be professionally trained in professional skills and skills to gather and mobilize people.
To implement the above objectives, the project emphasizes the task of specifically researching the Party's guidelines and policies; the State's laws on cadre training, based on the requirements of the Fatherland Front's tasks to issue specific regulations for each target group of cadres and civil servants in the system of Vietnam Fatherland Front agencies at all levels; stipulating criteria and conditions for professional training for each job position as conditions for using, planning, and appointing cadres, civil servants, and public employees.
Review and propose mechanisms and policies to encourage and create conditions for cadres and civil servants of the Fatherland Front and socio-political organizations to actively study and improve their capacity.
Develop regulations on decentralization and coordination in implementing cadre training tasks as a basis for developing plans and mobilizing resources to effectively implement civil servant training in the entire system of the Vietnam Fatherland Front and socio-political organizations.
