On August 22, 2025, the Politburo issued Resolution 71 to make a breakthrough in the development of education and training. That is a strong step to innovate institutions, create specific and outstanding mechanisms and policies for the development of education and training...
As a long-time teacher in the education sector, I am very impressed with Resolution 71 of the Politburo and make the following two proposals:
Unifying a set of high school Math books
Everyone knows that the content of the three textbooks ensures scientificity, modernity and practicality. It is in line with the orientation of developing education and student training in each locality; at the same time, clearly demonstrating the common capacity of the teaching staff and educational management staff in each locality. In addition to heritage, the content is also closely linked to real life and is consistent with the culture, history and geography of each locality.
The three textbooks are presented scientifically, clearly, attractively, easily understood, creating excitement for students, suitable for the characteristics of the subject and the psychology of the student age through each lesson, while ensuring the requirements of the program, high educational and aesthetic quality; helping teachers easily teach, choose effective teaching methods, organization and methods to develop students' qualities and abilities.
Therefore, when unifying into a set of high school Math textbooks, the Ministry only needs to take one set as a standard and consider it as the framework of the lesson; each lesson The Ministry only takes the two remaining sets of textbooks to compare if it finds the better one. This method is very fast and will be put into use next year; the life cycle of the book must last over 20 years to avoid cost.
However, I personally teach the 10th, 11th and 12th toanatric programs and find that the amount of knowledge in the textbooks of grades 10 and 11 is still a burden for students. Although knowledge is not as in-depth as old books, it is still difficult for students because many units of knowledge. Students who have not yet grasped to understand this unit of knowledge will study another unit of knowledge because they have already learned that knowledge. There are formulas in the statistics section where students remember when they are studying and forget when they are studying because they are uncommon to remember, but in reality, we mainly care about the average and the center of the table but pay little attention to other characteristics.
Therefore, I have a few opinions:
One is: For the 10th grade math program to make it easier for students, students should consider eliminating Hypebol and parabol. For the 11th toan program to be easy for students, they should consider converting the statistics program to the general statistics program of grade 12, it is seamless in knowledge and easy for students to remember. For the 12th grade math program, it is advisable to consider removing the probability table because it is difficult for students, and high school does not require that much in-depth study.
Two is: This reform, with the motto of teaching according to the orientation of developing capacity and guiding students to use Math to solve practical problems in daily life. Each chapter of the author group of the three sets of books should introduce a few regular test questions, mid-term and end-term for teachers to refer to and the school as a basis for professional guidance, while the teacher knowledge level between regions is closer to each other.
Third: Abandoning the academic topics of the Math subject because the reality of teaching in general education has many shortcomings. It is reasonable for teachers to take that lesson to practice for students.
Rearranging universities
Resolution 71 of the Politburo requires the rearrangement of universities. This is a correct policy and all people across the country have responded positively. Personally, I fully support and propose the merger as follows.
One is: The Ministry of Education and Training boldly submitted a plan to change the names of national universities and regional universities to avoid confusion with the names of universities: Specifically, establish universities including: Hanoi University, Thai Nguyen University, Vinh University, Hue University, Da Nang University, Tay Nguyen University, Saigon University and Can Tho University.
The Ministry of Education manages the universities, while the individual annual universities in the provinces that cannot be merged will be transferred to local management, but the Ministry will coordinate to inspect and inspect to ensure quality in training.
Second: Each university has many universities and many research centers. For Hanoi University and Saigon University, the scale ranges from 35 universities to 50 universities. The remaining universities range in scale from 5 universities to 20 universities.
All public schools (including schools managed by the locality) in Ho Chi Minh City are merged into Saigon University. All public schools (including schools managed by the locality) in the capital Hanoi are merged into Hanoi University. In each university, there are universities with similar training functions that are merged with each other. rename universities for ease of storage such as: University of Technology, University of Education, University of Economics, University of Law, Banking University, University of Agriculture, ...
Third: Each university has many faculties. All professions of similar training schools are grouped into one department and assigned to one school for management. I would like to apply for the English language major because there are many training schools that will bring it to the foreign language department of the University of Management Pedagogy when merging.
Fourth: The Ministry of Education only appoints department heads and deputy department heads of universities and only manages administration. The Director appoints principals, vice principals of universities and directors of research centers. The principal appoints the department head and deputy department head of his school. Each university is responsible for the academics of its own institute.
