On July 1, the Dak Lak Provincial People's Committee informed that the unit had just issued a document requesting relevant agencies to urgently handle the petition and complaint about the transfer of civil servants for Ms. Nguyen Thi Kim Nuong (42 years old), a teacher at Ea Pha Secondary School.
Previously, the Dak Lak Provincial People's Committee had repeatedly directed the final handling of the case, to avoid prolonged complaints.
However, due to not being properly resolved, Ms. Nuong continued to send complaints to the Provincial People's Committee, the Provincial National Assembly Delegation and the Ministry of Education and Training.
According to the teacher's reflection, in 2008, Ms. Nuong taught Biology at Ea Kly Secondary School. In 2022, Ea Kly Secondary School held a meeting and agreed to transfer Biology teachers to work at Ea Pha Secondary School.
On February 3, 2023, Ms. Nuong was invited by the Principal of Ea Kly Secondary School and presented the decision to transfer the district and arrange teaching at Ea Phe Secondary School.
When Ms. Nuong wondered why the school had never discussed or collected opinions but had issued a decision to transfer, she was told that this was the decision of the Chairman of the District People's Committee.
On February 10, 2023, Ms. Nuong had a working session with the Department of Internal Affairs of Krong Pak district (old). This unit believes that the transfer of Ms. from a surplus school to a low school is in accordance with regulations, ensuring objectivity and fairness.
Despite complying with the job transfer, Ms. Nuong continued to send complaints to many provincial agencies.
In September 2023, the Department of Home Affairs of Dak Lak province had the results of handling Ms. Nuong's petition. The authorities confirmed that the People's Committee of the old Krong Pak district used the word "civil servant encouragement" but did not specify the deadline, which is not in accordance with regulations.
In addition, before issuing the decision, the relevant units had not organized a meeting and discussion with Ms. Nuong to listen to opinions, which is not in accordance with the procedures.
The Department of Home Affairs requests the Chairman of the People's Committee of Krong Pak district to handle Ms. Nuong's petition in accordance with regulations; issue a decision to adjust the content or replace the old decision; and at the same time request the Department of Home Affairs to learn from experience in consulting work.
However, in October 2024, the People's Committee of Krong Pak district issued a document responding to Ms. Nuong that the transfer, arrangement and assignment of work from surplus schools to schools with a shortage of teachers had been carried out in accordance with regulations.
Up to now, Ms. Nuong's case has not been completely resolved by competent authorities.
