On March 26, speaking with a reporter from Lao Dong Newspaper, Mr. Le Truong Son - Deputy Head of the Department of Education and Training of Vinh City, Nghe An Province - said that the Department had received a petition from the group of teachers at Hung Binh Primary School about withdrawing the petition.
Previously, on March 3, the Hung Binh Primary School collective submitted a petition about not being able to deduct teaching hours and not being paid tuition fees exceeding the prescribed norms according to current regulations.
The teaching period for primary school teachers is 23 periods/week. For homeroom teachers and heads of professional groups, the number of periods/week will be reduced by 3. Teachers believe that cases of teaching overtime must be paid overtime. However, in Vinh City, in previous years, homeroom teachers still had to teach 23 hours/week, but in the past two years, they have taught 22 hours/week and have not been paid for overtime.
Meanwhile, the school has still collected tuition fees for two sessions/day from parents for many years. By the first semester of the 2024-2025 school year, the school will pay teachers for overtime of 35,000 VND/semester, but this payment level is not in accordance with regulations (according to regulations, 1 overtime period is paid 150% of the standard salary).
The flag-raising activities at the beginning of the week are downgraded and are not counted as the main teaching periods because they are mandatory tasks and activities of homeroom teachers. This, according to the teachers, is also contrary to current regulations.
Teachers requested the education management agency to clarify, answer and have a final solution so that teachers can work with peace of mind.
After the above petition, the Department of Education and Training of Vinh City issued a document requesting the Principal of Hung Binh Primary School to report specifically, but to date, the school has not yet reported.
By March 25, 2025, the teachers had submitted a petition, affirming that the Principal of Hung Binh Primary School had fully explained the issues, and at the same time, the school always correctly and fully implemented the directives of all levels and sectors.
Therefore, the teachers have no further recommendations and would like to withdraw the previous recommendations.
Mr. Le Truong Son - Deputy Head of the Department of Education and Training of Vinh City - affirmed that the collection and expenditure of finance and implementation of policies at Hung Binh Primary School must comply with current regulations and fully comply with the instructions of superiors.
The teachers wrote the petition because they did not fully understand some of the contents, even though the principal explained. Now, teachers have understood and withdrawn their petitions" - Mr. Le Truong Son said.
Currently, Hung Binh Primary School has 45 classes with 1,667 students. This school year, the school has 62 cultural teachers and if calculated according to the current ratio, the teacher ratio of the class is nearly 1.378 teachers/class, lacking 2 teachers if calculated according to the ratio of 1.39 teachers/class.
The school is calculating the rate of actual teaching periods of teachers at 23 periods/week, if there are any, homeroom teachers (if any) will be paid for additional periods according to regulations.
