Queuing many times is still difficult to register
According to Lao Dong reporters, on the morning of February 17, at some one-stop-shop departments of the People's Committees of districts in Hanoi, there were many teachers coming to register for extra classes after Circular 29/2024/TT-BGDDT took effect.

Coming to the one-stop department at Nam Tu Liem District People's Committee from 9am, Ms. Ngo Thi Dung - an English teacher - could not complete the procedures to register a business household in the field of education because of the limited number of documents received in the morning.
"Everyone who comes to register must get a number at the counter. I am a private school teacher who came to register for extra teaching business and received the number 29 at counter number 6. They gave me a business registration application for declaration. When the application is received, the application and citizen identification card will be submitted.
However, experts here informed that in the morning, they only receive and resolve documents until the 20-order number. This afternoon I have a teaching shift so I have to go home and wait for another session to come earlier" - Ms. Dung said.

Ms. Nguyen Lan Chi (Nam Tu Liem, Hanoi) came here for the second time to register for a business household to teach extra classes but only got a certificate in order, it was not her turn to receive the application, so she had to leave.
"I just got the number 32 vote and learned that they only accepted the number 20 contestants. Everyone around said that until early afternoon, the serial number would have to be recovered. This is the second time I have come to the one-stop department of the People's Committee of Nam Tu Liem District but have not yet completed the procedures to register for extra teaching business.
I am a private school teacher, so perhaps the documents and procedures will be less complicated. Previously, a public school teacher came to register a business but had to withdraw the application because she did not understand the circular" - Ms. Chi said.

Ms. Chi shared that according to regulations, teachers teaching at public schools are not allowed to manage or operate extra teaching activities outside. Therefore, if they want to register a business, they are forced to ask someone else to be the legal owner.
Talking to reporters, an expert here said that after February 14, when Circular 29 officially took effect, many people came to register for extra classes.
"If it had come from early in the morning, people would not have to wait too long. However, the time when teachers gather the most is 10 - 11 hours. The number of teachers and sponsors has been concentrated over a period of time, so the one-stop department cannot receive all documents" - the expert at the counter shared.
Fatigue because....procedures require a lot of paperwork
As a pedagogical monk, who needs to establish a new business household and business location, Mr. Pham Van Tuan (Cau Giay District, Hanoi) went to Cau Giay District People's Committee to declare and complete the application for business registration from February 10. After 1 week, Mr. Tuan received notification about the amendment and supplementation of the business registration documents.

This is the second time Mr. Tuan has had to go to Cau Giay District People's Committee to amend and supplement his business registration documents. "Because the procedure requires many documents and accompanying notes, I have to edit it many times, leading to a lot of time, making the application invalid" - Mr. Tuan shared.
Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning takes effect from February 14. This Circular will replace Circular 17/2012/TT-BGDDT.
Circular 29 has 8 new points compared to current regulations. In which, organizations and individuals who teach extra classes are required to register for business. This is the reason why in recent days, many teachers have been lining up at the one-stop-shop departments of the People's Committees of districts in Hanoi.
