On the afternoon of February 19, Permanent Vice Chairman of Binh Thuan Provincial People's Committee Phan Van Dang chaired a working session with relevant departments, branches and Phan Thiet City People's Committee to propose a direction to handle the slow progress of social housing delivery to people at the Phu Thinh Social Housing Apartment Complex project, Hung Long ward (now Binh Hung ward), Phan Thiet city.
Phu Thinh Social Housing Apartment Project of Phu Thinh Real Estate Investment and Trading Company Limited with a land area of 8,591.27 m2, total investment capital of VND 868.3 billion. The project has a scale of 3 20-storey apartment blocks with 712 apartments (540 social housing apartments, 142 commercial apartments). After starting construction in January 2020, the project is expected to complete the construction items and put into use by June 2024. However, up to now, the project has been ahead of schedule, but has not yet completed construction and has not handed over the house to the buyer.
According to the report of the Department of Construction at the meeting, on January 14, 2025, representatives of departments and branches organized a field inspection at the project. Through inspection, the project has completed the rough construction and is in the process of completing 3 blocks A, B, C. At the time of inspection, the project had no construction.
It is known that this is a social housing development project to serve the housing needs of low-income people, the investor has sold and collected money from customers but has not yet handed over the houses according to the signed contract. This has made many customers buying houses in the project worried and filed a class action lawsuit.
Phu Thinh Company believes that the company has not yet paid or is obliged to deposit to ensure the project's implementation, with the reason that the company has paid a huge amount of money to compensate for site clearance for the project, this amount is larger than the investment deposit cost of the project. According to this company, in mid-February 2025, it will strive to speed up the construction progress to meet the committed schedule.
At the same time, this investor recommended that the People's Committee of Phan Thiet city and departments and branches pay attention to implementing the construction of Road No. 2 in the project in sync with the project that has been committed by the People's Committee of Phan Thiet city, as a basis for disbursing credit capital for project construction.

Permanent Vice Chairman of Binh Thuan Provincial People's Committee Phan Van Dang requested relevant departments and branches to quickly arrange a direct working session with Phu Thinh Company to urge and remind the company to focus on human and material resources to implement this project.
The leaders of the Provincial People's Committee also requested the Department of Planning and Investment to review whether Phu Thinh Company has not made a deposit due to fulfilling its obligation to compensate for site clearance for project construction in accordance with the provisions of law or not. At the same time, consider administratively sanctioning the company for being slow to implement the project according to the set schedule and having a detailed report on the project progress sent to the Provincial People's Committee.
The Department of Construction focuses on monitoring and urging Phu Thinh Company to implement the project's construction progress. Accordingly, it is necessary to focus on completing each block of houses to create changes in the progress of the project.
Phan Thiet City People's Committee was assigned to speed up the implementation of route No. 2 in the project and urgently complete the investment policy dossier connecting route No. 2 to Ton Duc Thang Street to submit to competent authorities.
