In recent days, many teachers have expressed concern about the new regulations on extra teaching and learning. In particular, teachers who teach extra classes and are not registered to teach at cultural training centers, extra classes... must register to do business according to the Enterprise Law.
Teachers worry about registering for extra teaching business
Speaking with Lao Dong, Mr. Nguyen Van Duong - Teacher at Phu Xuyen A High School, Phu Xuyen District, Hanoi City said that before Circular 29 took effect, many schools in Hanoi stopped extra teaching and learning activities from January, and a few schools knew that they would teach until February 14, after which they would conduct financial settlements.
The question is how will extra teaching and learning be after February 14?
Mr. Duong said that schools must teach free extra classes to 3 groups of excellent students, weak students and students taking the final exam.
However, the Ministry of Education and Training has issued Official Letter 545 to the People's Committees of provinces and centrally run cities on strengthening direction for general education.
Including the content of the Provincial People's Committee directing appropriate financial support for educational institutions to organize reviews and foster students, contributing to improving the quality of education, especially students who are having difficulty in studying, final year students, vulnerable groups, students with difficult family circumstances, students in ethnic minority and mountainous areas, areas with especially difficult socio-economic conditions.
"This document has only stopped at the ministerial level; the departments have not yet deployed it to the school level, leading to schools being confused about where to get the budget to pay for teachers.
Because it is impossible to call for teachers to teach for free for a long time. Teachers can teach for free for one or two weeks, but cannot teach for free for a few months," said Mr. Duong.
Regarding the issue of teachers, according to Mr. Duong, teachers participating in extra teaching activities outside, Circular 29 gives the direction of "must register individual business households". But in reality, teachers have not imagined the difficulties, even the violations that teachers may encounter.
"Not all business registration can organize teaching activities, because business registration also involves subjects, majors, subjects of study...
In addition to ensuring classroom facilities, learning space, fire prevention and fighting conditions, etc., and administrative regulations, most teachers do not have a clear understanding. If inspected, even small violations will be fined a lot of money," said Mr. Duong.

In addition, according to Mr. Duong, many places do not allow registration for additional teaching business in the form of business households because... there is no industry code, so currently business procedures will require establishing companies and establishing enterprises. When establishing a tutoring company, there must be an accountant, and with many such conditions, the cost will increase.
"Teachers need to carefully study specific legal regulations on the establishment of business households related to extra teaching and learning activities," said the male teacher.
Mr. Duong said that Circular 29 stipulates that "teachers are not allowed to teach extra classes and collect money from students who have attended their main classes". But in reality, many senior students have studied Mr. A and Ms. B for several years. There are only a few months left until the final exam, but if they can no longer study, it will be disadvantageous for students.
"Many students are familiar with the teaching method and the learning method of teachers. Therefore, to avoid disadvantages for students, I think it is advisable to extend the application period of Circular 29 after the end of the school year.
Extending the application period of Circular 29 is also a way for schools and teachers to have time to prepare and implement scientifically. I think Circular 29 issued at this time is a bit rushed, so a few more months is more appropriate," said Mr. Duong.
Difficulty in "sending" students to extra-curricular centers
According to some teachers who are teaching extra classes at home, when Circular 29 comes into effect, if teachers do not register for business, they can only ask for extra classes to teach and bring students studying at home here. However, in reality, the centers have prepared plans in advance, so "sending" students to the center is also very difficult.
Talking to Lao Dong, the staff in charge of communication at a large extra-curricular center in Hanoi said that compared to before, the center had no changes in personnel, because the personnel recruitment plan was carried out by the center throughout the year.
"Whether there is a circular or not, the center's extra teaching and learning activities will not fluctuate strongly. In addition, this is the first time Circular 29 has come into effect, if there is a change, it must be in the next phase, with a certain delay," this person said.
When asked "If the 29th parallel takes effect, it is also the golden time for many extra-curricular and extra-curricular centers to choose many good teachers with professional capacity for their centers because many teachers also want to cooperate with extra-curricular centers; will there be a plan to select and recruit more teachers in the coming time?", the person in charge of the center's communications said: "We have criteria, regulations, and tests for each subject.
In the plan, we have programs and lectures according to the Ministry's education program, we have a plan to take the lead when Circular 29 takes effect, so up to now there have not been many changes or fluctuations".
