Circular 29 of the Ministry of Education and Training (MOET) regulating extra teaching and learning takes effect from February 14. Currently, the Departments of Education and Training of provinces and cities are resolutely directing the tightening of extra teaching and learning.
Mr. Huynh Ngoc Huy Tung (a teacher in Hau Giang province) commented that the new regulations of the circular are in line with current educational practices and current trends. In particular, organizations and individuals who teach extra classes must register their business and be managed by state agencies.

Ms. Do Thi Hoa - a teacher with many years of experience in Kien Giang province - said that in reality, many students have to study extra with a regular teacher in class to get points, not to master knowledge. This causes waste for families and society, as well as pressure for students and parents.
In response to the new regulations on extra teaching and learning in Circular 29, Ms. Hoa expressed her agreement, especially with the content that teachers are not allowed to teach extra classes to students they are teaching regular classes, to avoid the situation where teachers "extortion" students for extra classes on a voluntary basis.

As a parent with two young children in primary school, Ms. Ta Thuy Quynh (Can Tho City) welcomed the new regulation of Circular 29 that no extra teaching is organized for primary school students, except for cases of artistic training, physical education, and life skills training.
"I see that the children are too young, going to extra classes will affect their health and spirit. This new regulation will help children have more time to rest, play and develop comprehensively. At the same time, our parents also have less financial burden, said Ms. Quynh.
Ms. Nguyen Kieu Phuong - Head of the Department of Education and Training of Binh Thuy District, Can Tho City - said that currently, the Department of Education and Training of the district has thoroughly implemented the regulations of Circular 29, especially the regulation prohibiting additional teaching at primary school level. Schools with teaching plans must both ensure the teaching program according to regulations and organize activities to continue supporting students.

According to the leader of the Department of Education and Training of Can Tho City, before Circular 29 took effect, the Department had issued a document notifying schools to strictly implement the regulations according to the Circular. Currently, the Department is advising the City People's Committee to issue a decision on extra teaching and learning in the city.
For extra teaching and learning, when final year students voluntarily register to review for entrance exams and graduation exams at school, it will not be banned, but students will not be charged. The cost of organizing extra classes in schools will come from the state budget and other legal fees. As for university entrance exam preparation centers, they are still operating normally, but must have business registration according to regulations.
