Hoa Vang commune of Da Nang city has just issued a separate regulation on managing the use of phones and social networks for students under 16 years old.

Accordingly, students bringing phones to school must turn off the power or switch to silent mode, send them to the classroom's storage cabinet and are only allowed to use them when the teacher allows them to serve learning activities.

The regulation also requires parents to manage the use of their children's phones according to age; limit the purchase of separate smartphones for elementary school students when not really necessary; monitor the content children access online, strengthen reading activities, sports, direct communication and coordinate with schools in managing students' phone use...

It is noteworthy that this regulation does not prohibit students from bringing phones to school, nor does it absolutely prohibit their use, but aims to manage them at the right time, for the right purpose, and appropriately for their age.

Up to this point, it can be said that smartphones have become an inseparable item for many students. However, like the two sides of a medal, along with the utilities for studying and connecting, the phone also opens up a world full of temptations for them.

With just a few touches, children can be drawn into social networks, online games, short videos continuously proposed by algorithms or countless content that is not suitable for their age.

That's not to mention that many cases of students conflicting, insulting each other, even dating to fight in real life start from online arguments. The situation of losing focus in studying, dependence on screens or affecting mental health is also being mentioned more and more.

In that context, Hoa Vang Commune People's Committee issuing regulations for schools to manage the use of telephones during school hours, parents are responsible for monitoring their children's use at home, and local authorities issuing regulations for all parties to implement is a way of doing things that brings much hope.

More importantly, this regulation shows a new management mindset: Not just because problems appear, they are banned.
