On the afternoon of July 20, the Party Central Committee Office issued a press release on the first working day of the 3rd Plenum of the 14th Central Committee.
The press release stated that on the morning of July 20, 2026, the third Conference of the 14th Party Central Committee (Central Committee 3, 14th term) opened in Hanoi Capital.
In the morning, before the opening session, all delegates attending the Conference visited President Ho Chi Minh's Mausoleum; delegations of the Politburo, Secretariat, representatives of provincial and city Party committees, and Party committees directly under the Central Government offered incense to commemorate heroic martyrs at the Monument to Heroic Martyrs, Bac Son Street, Hanoi City.

Politburo Member, National Assembly Chairman Tran Thanh Man, on behalf of the Politburo, chaired the opening part of the Conference.
General Secretary and President To Lam delivered the opening speech and chaired the Conference.
The Party Central Committee held a meeting on personnel work and considered and disciplined party members with violations and shortcomings. The Central Committee voted to unanimously enforce discipline in the form of Dismissal from all Party positions for Mr. Bui Van Hai - former member of the 12th Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the People's Council of Bac Giang province (now Bac Ninh province).
Working at the Group, the Central Committee and delegates discussed the following contents: (1) Regulations of the 14th Party Central Committee on things party members are not allowed to do (replacing Regulation No. 37-QD/TW, dated October 25, 2021 of the 13th Party Central Committee). (2) Project to amend and supplement Regulation No. 20-QD/TW, dated April 8, 2026 of the Central Committee on the implementation of the Party Charter.
In the afternoon, the Central Committee and delegates worked at the Group, discussing the following contents: (1) Project on renovating Vietnam's development model. (2) Project on preliminary review of Resolution No. 18-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee "on continuing to innovate and improve institutions and policies, improve the effectiveness and efficiency of land management and use, creating motivation to make our country a developed country with high income"; viewpoints on amending the Land Law and related laws.
Tomorrow, the Central Government will continue to work according to the program (July 21, 2026).
