Increasing local management responsibility
On October 16, speaking with a reporter from Lao Dong Newspaper, Director of the Department of Education and Training of Quang Tri Le Thi Huong said that the Department had sent an official dispatch to the People's Committees of communes, wards, and special zones; Principals and Directors of affiliated units to propose rectifying the implementation of fees in public educational institutions.
After issuing Instruction No. 922/HD-SGDDT dated August 29, 2025 on implementing fees and expenses for the 2025-2026 school year, most schools have complied with regulations, implemented publicly, democratically and received parents' consensus. However, in some units, the implementation and information of revenues and expenditures are not complete, not creating high consensus among parents.
To end this situation, the Department of Education and Training recommends that the People's Committees of communes, wards and special zones strengthen their responsibility for state management of education according to the provisions of Decree 142/2025/ND-CP; approve, inspect and supervise the revenues and expenditures of schools in the area; resolutely handle the head of the unit if there is a collection that is not in accordance with regulations or the collection estimate has not been approved. Localities need to balance budget sources to support facilities, reducing pressure to mobilize funding from parents.
Preventing the situation of scraping
According to the Director of the Department of Education and Training, for educational institutions, the Department requires that all revenues and expenditures must be clearly, transparently, and publicly announced in writing to parents; at the same time, there must be absolutely no situation of equalization when implementing socialization of education.
The Department also requires schools to properly implement the legal process on procurement, construction, and use of revenue, including from socialization, similar to the state budget; the head of the unit is fully responsible to the superiors for the revenues, including those deployed by the Parents' Representative Board or a union organization.
In case the class or individual is found to have collected incorrect fees, the school leaders must inform the parents and refund the fees that are not in accordance with regulations. Units must explain promptly, ensure publicity and democracy in the management and operation of school financial activities.
The Department of Education and Training requires localities and units to report the implementation results and the remediation of shortcomings (if any) to the Department before November 10, 2025 for synthesis and reporting to the Provincial People's Committee.
Previously, as reported by Lao Dong Newspaper, many parents of Nam Ly Primary School No. 1 reported that they were required to sign the list of voluntary support contributions for the school, but the collection level was agreed upon at 312,000 VND/student, causing concerns about the voluntariness of the socialized collection. The school then inspected and discovered 12/28 classes of degrees.
Many parents of Thuan Duc Primary and Secondary School (Dong Son Ward, Quang Tri) are concerned about the facility support of 200,000 VND/student. This is a voluntary collection but is announced at a fixed date.
Both schools then stopped collecting and refunded the money to parents after Lao Dong Newspaper reported.
Chairman of the People's Committee of Quang Tri province Tran Phong has also requested localities to urgently review and inspect the collection of socialized fees at schools.
