Relocation to satellite urban areas
Hanoi City People's Committee is seeking people's opinions on the master plan of Hanoi Capital with a 100-year vision.
According to the plan, the city will organize and rearrange educational and training institutions associated with improving training quality, ensuring reasonable scale and industry structure to meet the human resource needs for socio-economic development of the whole country and the Capital.
Developing a number of research and training areas on land funds after dispersing concentrated training activities of universities outside the central urban area. Building new university facilities in the direction of developing university zones and clusters, concentrated research as a basis for developing university urban models.
Reasonably adjust the network of universities and colleges outside the central urban area, distributed in cities in the Capital and satellite cities, especially the western city with the core being Hoa Lac area, forming university clusters with synchronous and modern infrastructure and common spaces in Hoa Lac - Xuan Mai area (old), Thach That (old), Son Tay area (old) and Soc Son area (old).
In the central urban area, do not build new higher education institutions; keep university institutions that have been synchronously invested (facility 1), capable of being converted into high-level training centers, research and technology transfer centers, and startup centers. In the area where facility 2 is arranged, organize university training, arrange internship and student accommodation areas.
Relocate universities and colleges with small areas and facilities that do not meet the requirements out of the central urban area.
Implement the relocation of higher education institutions and vocational education institutions out of the inner city area to satellite urban areas, forming university clusters with synchronous and modern common infrastructure systems in the planned area of Hanoi city.
Support for infrastructure construction
For higher education institutions and vocational education institutions with land and facilities that do not meet the requirements according to regulations and must be completely relocated, the city supports infrastructure construction in the new place and uses old facilities in the inner city for general education and public purposes.
For higher education institutions and vocational education institutions not subject to full relocation, the city supports infrastructure construction at the new institution; the old institution will be used for the purposes of: scientific research, technology transfer and innovation, postgraduate training, high-quality vocational training, general education, public space.
In the project, the city emphasizes the development of key national higher education institutions; upgrading and building a number of universities and large universities to become high-quality training centers with prestige in the region and the world. Encouraging investment in building international-class universities.
Along with that, establishing new universities and gradually building facilities, faculty, content, programs, teaching methods, management level, operating mechanisms and conditions to ensure student service quality equivalent to advanced universities in the region and in the world.
Merge, consolidate or dissolve small-scale, single-industry universities that operate ineffectively and poorly on the basis of higher education institution standards. Reduce the number of public higher education institutions, convert ineffective public universities to semi-public models.
