The Hanoi People's Committee has just issued an urgent document: Based on the forecast bulletin at 5:00 a.m. on October 6, 2025 of the National Center for Hydro-Meteorological Forecasting: Storm No. 11 ( Matmo) has entered mainland China and weakened rapidly. The Hanoi area is not directly affected by storms and winds.
However, from noon to the night of October 6, there is a possibility of heavy rain, locally very heavy rain (50 - 100mm, some places over 150mm), with the potential risk of localized flooding in low-lying areas and poor drainage.
To ensure the safety of students, teachers and school facilities, the Hanoi Department of Education and Training requires units to strictly implement the following contents:
Closely monitor weather developments, proactively and flexibly adjust teaching and learning plans, ensuring absolute safety for students. In case students go to school, the unit must arrange flexible management and teaching organizations to ensure the safety of students and teachers.
Review and inspect drainage systems, school grounds, classrooms, dining rooms, boarding areas, etc.; proactively clear and reinforce in a timely manner to prevent flooding and landslides.
Strictly implement the on-duty regime, regularly update information, quickly report the situation of rain, flooding and impacts on teaching and learning activities (if any) to the Department of Education and Training for synthesis and handling according to regulations.
Previously, the Hanoi Department of Education and Training said that according to the National Center for Hydro-Meteorological Forecasting, from the night of October 5, 2025 to October 7, 2025, the mountainous and midland areas of the North will have heavy rain, some places will have very heavy rain.
To ensure the safety of students, staff, and teachers, the Hanoi Department of Education and Training recommends that units let students take a day off on October 6, 2025 (Monday). At the same time, change the form from in-person teaching to online teaching, continue to closely monitor weather developments in the following days to promptly have flexible response plans in organizing teaching and learning.
Units need to regularly update information, promptly report difficulties and problems to the Department of Education and Training.
