Non-public tuition increases, pushing CPI up 0.42% in September 2025

Non-public educational services, increased food prices, and housing maintenance services are the main reasons for the CPI in September 2025 to increase by 0.42% compared to the previous month.

According to data released by the Statistics Office on October 6, compared to the previous month, the CPI in September 2025 increased by 0.42% (urban areas increased by 0.42%; rural areas increased by 0.43%). Of the 11 main groups of consumer goods and services, 10 groups of goods increased in price, while the culture, entertainment and tourism group had a decrease in price.

According to Ms. Nguyen Thi Huong - Director of the Statistics Office (Ministry of Finance), educational services for non-public schools are one of the main reasons for the increase in CPI in September 2025.

"The price index of the education group in September increased by 2.22% compared to the previous month. Education service prices increased by 2.43% because some private universities, high schools and kindergartens in some localities adjusted the tuition fees for the 2025-2026 school year up, even though public schools are exempted, reduced and supported with tuition fees according to Decree No. 238/2025/ND-CP issued on September 3, 2025 of the Government" - Ms. Huong analyzed.

In addition, according to Ms. Huong, the prices of stationery products increased such as: writing bullets of all kinds increased by 0.88%; paper products increased by 0.81%; textbooks increased by 0.4%; stationery and other school supplies increased by 0.49%.

According to the Director of the Statistics Office, the consumer price index in the third quarter of 2025 increased by 3.27% over the same period in 2024. The average consumer price index in the first 9 months of 2025 increased by 3.27% over the same period in 2024.

"In the first 9 months of 2025, the CPI will increase by 8 months and decrease by 1 month compared to the previous month, affected by increased consumer regulations during the holidays and Tet, affected by world prices (rice, heated gas, petroleum) and domestic prices ( pork, household appliances, housing maintenance, rental housing)" - Ms. Huong informed.

According to Ms. Huong, the CPI in January 2025 increased the highest at 0.98% due to some localities increasing prices of medical services and the Lunar New Year, so people's shopping and travel needs increased.

In February 2025, the CPI increased by 0.34% due to pork prices increasing due to a shortage of supply, and rental housing prices increasing as a large number of workers returned to the city to work after Tet. In March 2025, the CPI decreased by 0.03% due to decreased rice, gasoline and oil prices.

From April 2025 to September 2025, CPI will maintain an upward trend, with rates of 0.07%; 0.16%; 0.48%; 0.11%; 0.05% and 0.42% respectively due to increased rental prices, out-of- family dining, electricity, educational services and housing maintenance. In the first 9 months of 2025, the average monthly CPI increased by 0.29% compared to the previous month.

Regarding inflation, the Director of the Statistics Office said that it is currently under control. However, in October, the CPI of food groups, eating out... is likely to increase due to the impact of recent storms, especially green vegetables, seafood and processed foods that may increase significantly compared to September 2025, thereby affecting general inflation.

" Basal inflation in September 2025 increased by 0.2% compared to the previous month and increased by 3.18% compared to the same period last year. On average, in the first 9 months of 2025, core inflation increased by 3.19% over the same period last year, lower than the 3.27% increase in the average CPI, mainly due to the price of food, foodstuffs, household appliances, prices of medical services, and educational services being factors that increase CPI but are excluded from the group of goods in the list of core inflation calculation" - Ms. Huong said.
