On October 5, Chairman of Hanoi People's Committee Tran Sy Thanh - Head of the City Civil Defense Command chaired an online meeting on responding to storm No. 11.
The meeting was attended by Vice Chairman of the City People's Committee Nguyen Manh Quyen, members of the City Civil Defense Command, leaders of 126 communes and wards.
Speaking at the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh said that through the practical response to storm No. 10 of the new local government term, we have both demonstrated our leadership capacity and drawn many important lessons.
This storm has a very large amount of rain and heavy rain, causing widespread flooding, exceeding historical levels in many places in the inner city, seriously affecting people's lives and activities of the city.
However, thanks to the strong direction from the City Party Committee, the City People's Committee and the coordination of departments, branches, localities and armed forces, the remedial work was quickly deployed, basically controlling the situation well.

Chairman of Hanoi People's Committee Tran Sy Thanh also noted a number of key issues that need to be learned from in responding to storm No. 11.
In particular, in terms of forecasting and communication work, it is necessary to increase the frequency and quality of forecasts and update of weather conditions with specific urban characteristics to help the government proactively develop response plans.
The Chairman of Hanoi gave an example, the decision to let students stay home from school must be based on clear and timely information to avoid causing confusion.
Through storms No. 9 and No. 10, the operation of the "4 on-site" system has initially been effective. However, some arising situations such as power outages, traffic paralysis, communication interruptions, etc. still require the completion of the operating scenario in emergency situations, even when telecommunications are paralyzed.
Along with that, strengthen the coordination mechanism between Hanoi and neighboring provinces in flood discharge, reservoir operation, and irrigation system regulation. Localities must proactively connect, not wait for direction from top to bottom.
The police, military, construction, drainage, agricultural and educational forces responded very quickly, supporting evacuation, rescue and ensuring safety for people - especially students.
In particular, it is necessary to be transparent and unify information sources, avoid misunderstandings, blaming, and causing unnecessary pressure.
"In the long term, the city needs to continue to improve the disaster response scenario at a higher level, ensuring the safety of people's lives and property, while maintaining stability and sustainable development of the capital" - Chairman of Hanoi People's Committee Tran Sy Thanh emphasized.
